【摘要】： 文章對治安防控體系建設(shè)的概念、意義、基本特征和功能作了詳細(xì)闡述，并用個(gè)案分析的方法，以泰安市為例，總結(jié)回顧了公安機(jī)關(guān)治安防控建設(shè)的基本成效和存在的主要問題，特別結(jié)合作者本人長期從事公安工作的實(shí)踐，重點(diǎn)介紹了泰安市實(shí)行治安防范承包責(zé)任制的做法。 文章從理論分析入手，提出要順應(yīng)動(dòng)態(tài)治安形勢的發(fā)展變化，實(shí)現(xiàn)社會(huì)長治久安，必須構(gòu)筑打防控一體化的社會(huì)治安防控體系。包括：總結(jié)回顧嚴(yán)打?qū)嵺`，正確處理打防辯證關(guān)系；從經(jīng)濟(jì)分析、社會(huì)性分析、社會(huì)轉(zhuǎn)型和社會(huì)政策的視角研究探討社會(huì)治安防范的重要性；動(dòng)態(tài)環(huán)境下嚴(yán)峻治安形勢的挑戰(zhàn)要求公安機(jī)關(guān)必須把防控體系建設(shè)作為戰(zhàn)略選擇。 社會(huì)治安社會(huì)治。治安防控體系建設(shè)是一項(xiàng)復(fù)雜的社會(huì)工程，離不開各級(jí)黨委、政府的堅(jiān)強(qiáng)領(lǐng)導(dǎo)和支持，離不開社會(huì)各界和廣大人民群眾的廣泛參與，公安機(jī)關(guān)更要發(fā)揮主力軍作用。這就要求公安機(jī)關(guān)在實(shí)施治安防控體系建設(shè)的過程中，必須突出整體作戰(zhàn)、快速反應(yīng)和防范工作社會(huì)化三個(gè)重點(diǎn)，，必須解決好警力資源的有效利用等關(guān)鍵問題，必須按照規(guī)范化、法制化、深化改革的思路，建立健全一套行之有效的工作運(yùn)行機(jī)制。在文章的最后部分，提出了治安防控體系建設(shè)的基本思路：依靠黨政，專群結(jié)合，以打開路，以管促防，以人為本，打防并舉，嚴(yán)密網(wǎng)絡(luò)，確保穩(wěn)定。并提出了以快速反應(yīng)、治安巡邏、查緝堵控、區(qū)域聯(lián)防、情報(bào)信息五大網(wǎng)絡(luò)為核心的治安防控體系建設(shè)的新模式。
[Abstract]:This paper expounds the concept, significance, basic characteristics and functions of the construction of public security prevention and control system in detail, and takes Tai'an City as an example. This paper summarizes and reviews the basic achievements and main problems in the construction of public security prevention and control in public security organs, especially in combination with the author's practice of engaging in public security work for a long time, and emphatically introduces the practice of carrying out the public security prevention and control contract responsibility system in Taian City. Based on the theoretical analysis, the paper points out that in order to adapt to the development and change of the dynamic public security situation and realize the long-term stability of the society, it is necessary to construct the social security prevention and control system which is integrated with the attack, prevention and control. It includes: summing up and reviewing the practice of striking hard, correctly handling the dialectical relation of striking and preventing, discussing the importance of social security prevention from the perspective of economic analysis, social analysis, social transformation and social policy; The challenge of the severe public security situation in the dynamic environment requires the public security organs to take the construction of the prevention and control system as the strategic choice. Social order and social governance. The construction of public security prevention and control system is a complicated social project, which can not be separated from the strong leadership and support of party committees and governments at all levels, the extensive participation of all sectors of society and the broad masses of the people, and the role of the public security organs as the main force. This requires the public security organs, in the process of implementing the public security prevention and control system, to highlight the three key points of overall combat, rapid response and socialization of prevention work, and must solve the key problems such as the effective use of police resources. It is necessary to establish and perfect a set of effective working mechanism according to the ideas of standardization, legalization and deepening reform. In the last part of the article, the author puts forward the basic idea of the construction of the public security prevention and control system: relying on the combination of the party and the government, the combination of the special and the masses, opening the road, managing and promoting defense, putting people first, fighting and defending simultaneously, strict network, ensuring stability. The paper also puts forward a new model of security prevention and control system, which is based on five networks: quick response, public security patrol, checking and blocking control, regional joint defense and information information.
