【摘要】：進入二十一世紀，沈陽作為東北的中心城市，經濟建設步入了一個快速發(fā)展的新時期，跨地區(qū)、跨行業(yè)的人、財、物的流動空間越來越大，流動速度也越來越快。同時，社會治安也出現(xiàn)了一些新變化、新特點，，突發(fā)性、暴力性和流竄性違法犯罪活動日益突出，社會治安的動態(tài)性特征更加明顯。 沈陽市公安局經過反復調研、論證、研究，于2004年4月建立了“網格化”巡邏防控體系，運轉一年來，已取得了可喜的成果，有效的打擊和震懾各種犯罪犯罪活動，發(fā)案率明顯下降，見警率明顯提高，群眾非常滿意。但是，從長期發(fā)展上看，現(xiàn)有的管理模式仍不適應“網格化”隊伍的長遠建設。所以，本文通過借鑒國內外先進的城區(qū)動態(tài)巡防體系，與沈陽市的“網格化”巡邏防控體系相比較，取其精華，去其糟粕，力求科學有效的規(guī)范網格化巡邏防控體系，為沈陽市的“網格化”巡邏工作逐步由靜態(tài)向動態(tài)、由被動向主動、由“警種化”向“勤務化”的方向轉變、不斷適應新的治安形勢的要求做出積極有效的探索。
[Abstract]:In the 21 century, Shenyang, as a central city in Northeast China, has stepped into a new period of rapid development in economic construction.At the same time, there are some new changes in social security, new characteristics, sudden, violent and mobile illegal and criminal activities are increasingly prominent, the dynamic characteristics of social security is more obvious.After repeated investigation, demonstration and study, Shenyang Public Security Bureau established a "grid-based" patrol prevention and control system in April 2004. Over the past year, it has achieved gratifying results and effectively cracked down and deterred all kinds of criminal activities.The incidence rate decreased obviously, the police rate increased significantly, and the masses were very satisfied.However, from the view of long-term development, the existing management mode is still not suitable for the long-term construction of the "grid" team.Therefore, this paper, by drawing lessons from the advanced urban dynamic patrol system at home and abroad, compares it with the "grid" patrol and control system of Shenyang, takes the essence of the system, removes its dross, and strives to standardize the grid patrol prevention and control system scientifically and effectively.For Shenyang's "grid" patrol work gradually from static to dynamic, from passive to active, from "police classification" to "duty" direction, constantly adapt to the requirements of the new public security situation to make active and effective exploration.
