【摘要】：基層警察公共關(guān)系建設(shè)是立警為公、執(zhí)法為民的重要體現(xiàn),是各項(xiàng)基層警務(wù)活動順利開展的重要保障,是塑造基層公安機(jī)關(guān)和公安民警良好形象的重要手段,也是現(xiàn)代警務(wù)機(jī)制改革和發(fā)展的方向。但目前我國的基層警察公共關(guān)系建設(shè)仍然處于起步階段,各項(xiàng)工作還十分薄弱,難以在基層公安工作中發(fā)揮應(yīng)有的效用。同時基層公安機(jī)關(guān)對于警察公共關(guān)系建設(shè)還存在思想認(rèn)識不到位、機(jī)制保障不健全、內(nèi)部建設(shè)不完善、教育培訓(xùn)相對滯后等諸多問題。已不同程度地影響到基層公安民警工作的積極性和警察的社會公眾形象,進(jìn)而會對公安工作和警民關(guān)系產(chǎn)生不良影響。本文從我國基層警察公共關(guān)系建設(shè)的現(xiàn)狀出發(fā),認(rèn)真分析當(dāng)前基層警察公共關(guān)系建設(shè)中存在的問題,借鑒先進(jìn)國家和地區(qū)在警察公共關(guān)系建設(shè)方面的經(jīng)驗(yàn)和做法,結(jié)合我國基層公安機(jī)關(guān)工作實(shí)際,深入研究和探討基層警察公共關(guān)系建設(shè)的具體措施,不斷強(qiáng)化我國基層公安機(jī)關(guān)的警察公共關(guān)系建設(shè),使其在推動公安事業(yè)快速發(fā)展和創(chuàng)建平安和諧社會環(huán)境方面發(fā)揮重要作用。
[Abstract]:The construction of grass-roots public relation of police is the police for the public, law enforcement an important manifestation of the people, is an important guarantee for the grass-roots police activities carried out smoothly, is an important means of shaping a good image of the grass-roots public security organs and the police, is also the modern policing mechanism reform and development. But at present the construction of grassroots police public relations in our country still in the initial stage, the work is still very weak, it is difficult to play its utility in basic public security work. At the same time, the grass-roots public security organs for the construction of the police public relations are still thinking and understanding is not in place, security mechanism is not perfect, the internal construction is not perfect, many problems of education and training lags behind etc. has influence to the grass-roots public security the police work and police public image, which will have a negative impact on the public security work and public relations. This paper from China's grassroots police The current situation of the construction of public relations, a careful analysis of the current construction of grass-roots police public relations problems, experience and practice in the construction of police public relations from the advanced countries and regions, combined with the actual work of grass-roots public security organs in our country, study and discuss the specific measures of base construction of police public relations, strengthening the police public relations the construction of China's grass-roots public security organs, to promote the rapid development of public security and create a safe and harmonious social environment play an important role.
