警務(wù)化管理與公安高校學生的個性發(fā)展

【摘要】: 公安高校是一個特殊的學生群體,公安機關(guān)的性質(zhì)、職能和任務(wù)所決定了其警務(wù)化職業(yè)管理模式特色!肮哺咝J桥囵B(yǎng)訓練人民警察后備力量的重要基地,必須堅持從嚴治警、從嚴治校的方針,嚴格教育、嚴格管理、嚴格訓練、嚴格紀律,實行警務(wù)化管理”。而新時期公安高校從“以人為本”的理念出發(fā),力圖展現(xiàn)出大學生豐富多彩的個性特征,這就要求現(xiàn)代的公安高校必須在警務(wù)化管理的前提下,充分考慮和尊重學生身心發(fā)展的規(guī)律,充分認識學生的一般心理特征及智力發(fā)展水平,有的放矢地進行教育,將對學生的警務(wù)化管理要求與對學生人格的塑造培養(yǎng)緊密結(jié)合起來,最大限度地促進受教育者的體能、智能、活動能力、道德品質(zhì)、情感意志等綜合素質(zhì),自主、和諧地發(fā)展,培養(yǎng)優(yōu)良的個性、健全的人格,促進公安高校學生的綜合素質(zhì)得以全面發(fā)展。本文就是對這一問題進行研究,在充分分析公安高校的特殊性基礎(chǔ)上,從當前公安高校學生管理中存在的問題出發(fā),力圖把公安高校的警務(wù)化管理與培養(yǎng)學生的個性化發(fā)展結(jié)合起來,并尋求論證這種結(jié)合的必要性和可能的途徑。這是本文的寫作初衷和將要實現(xiàn)的目標。 在公安高校學生管理工作中,筆者充分認識到在公安高校進行警務(wù)化管理與發(fā)展學生個性的重要性。只有兩者的協(xié)調(diào)統(tǒng)一,才能營造出適合現(xiàn)代公安高校學生個性發(fā)展的環(huán)境,也才能培養(yǎng)出適合現(xiàn)代社會發(fā)展的公安專業(yè)人才。因此,在充分搜集相關(guān)資料的基礎(chǔ)上,結(jié)合自己的管理經(jīng)驗,積極嘗試著對二者予以結(jié)合的相關(guān)思考。對公安高校警務(wù)化管理與學生的個性發(fā)展的內(nèi)涵、關(guān)系、現(xiàn)狀、原因、措施等問題做一探討,并對公安教育的理論發(fā)展做出自己的學術(shù)回答。 實行警務(wù)化管理是行業(yè)發(fā)展的必然要求,也是公安高校培養(yǎng)合格人才的成功管理模式?墒窃诂F(xiàn)代公安高校的學生管理中還存在很多問題,對這些問題給予充分的關(guān)注是解決問題的前提。在對公安高校學生的警務(wù)化管理中,應(yīng)該揚棄以往“管的過多,管的過死”的管理模式,尤其是一些“管不了,管不好”的事,應(yīng)充分發(fā)揮學生在管理中的主觀能動性,讓學生參與到警務(wù)化管理中來,體現(xiàn)學生的主體性,讓學生更加明確地認識到自己的責任和義務(wù),從而使他們學習目的更加明確,自覺性更強,更能有效地進行警察意識的培養(yǎng)和鍛煉。在新形勢下,公安高校警務(wù)化管理必須堅持從嚴治警、從嚴治校的方針,建立和健全各項規(guī)章制度,更新觀念,正確處理警務(wù)化管理共性與學生個性的矛盾,抓好日常養(yǎng)成教育,理順公安高校警務(wù)化管理體制,建立學員大隊長隊伍的長效管理機制,加強學生管理隊伍建設(shè),建立學習型、研究型學員大隊長隊伍,充分發(fā)揮學員大隊長的表率作用,發(fā)動全校教職員工共同努力,才能形成公安高校全員育人的良好環(huán)境和氛圍。做到警務(wù)化管理與學生個性發(fā)展的協(xié)調(diào)統(tǒng)一。
[Abstract]:The public security colleges and universities is a special group of students, the nature of the public security organs, functions and tasks determine its policing occupation management features. The implementation of police management is the inevitable requirement of the development of the industry, but also in public security colleges to cultivate qualified talents of successful management mode.
