【摘要】：現(xiàn)行的偵查部門的協(xié)作管理實(shí)際上是偵查管理模式的翻版，是一種以地域范圍為基礎(chǔ)，以行政級別為前提的自上而下的垂直管理模式。存在的主要問題：一是單一性突出的協(xié)作，協(xié)查實(shí)際上成了協(xié)作的代名詞；二是被動式的“滯后”協(xié)作；三是被演化成一種互利式的工作合作；四是沒有督促機(jī)制的協(xié)作。由此難以適應(yīng)犯罪活動的日益變化和偵查工作的新要求。解決這一問題的根本辦法是對現(xiàn)存的偵查協(xié)作管理模式和體制進(jìn)行改革，但這是“牽一發(fā)而動全身”之舉，尚需一定的時間。目前應(yīng)從培養(yǎng)、增強(qiáng)偵查人員的協(xié)作意識；把偵查協(xié)作工作納入對部門的工作業(yè)績、偵查人員個人的工作實(shí)績的考核評比中；盡可能利用先進(jìn)的科學(xué)技術(shù)等方面入手解決偵查協(xié)作中存在的問題。
[Abstract]:The current cooperative management of investigation departments is in fact a replica of the pattern of investigation management, which is based on the scope of the region. The main problems exist in the top-down vertical management mode with the premise of administrative level. One is the unique cooperation, and the other is the passive "lagging" cooperation. Third, it is evolved into a kind of mutually beneficial work cooperation; Fourth, there is no supervision mechanism for cooperation. As a result, it is difficult to adapt to the ever-changing criminal activities and the new requirements of the investigation work. The fundamental solution to this problem is to reform the existing mode and system of investigative cooperation management. However, this is an "all-in-one move", which still needs some time. At present, we should train and enhance the awareness of cooperation among investigators; and incorporate the work of investigation and coordination into the work performance of the departments concerned. In the appraisal and evaluation of the work performance of the investigators, the problems existing in the investigation cooperation should be solved by using the advanced science and technology as far as possible.
