【摘要】：當(dāng)前我國正處于社會轉(zhuǎn)型期，隨著改革的深入，新情況不斷出現(xiàn)，新矛盾日益凸顯，各種因素相互交織在一起，社會治安形勢復(fù)雜而嚴(yán)峻。公安機(jī)關(guān)擔(dān)負(fù)著維護(hù)社會治安秩序的重任，面對城市社會結(jié)構(gòu)和組織管理方式的巨大變化，傳統(tǒng)警務(wù)工作正面臨新的挑戰(zhàn)。社區(qū)警務(wù)機(jī)制是一種全新的警務(wù)戰(zhàn)略理念和警務(wù)工作機(jī)制，已經(jīng)成為警務(wù)管理工作的核心之一，也是公共管理中不可或缺的重要一環(huán)。上海公安機(jī)關(guān)根據(jù)城市發(fā)展特點(diǎn)和公共管理需要，提出建立現(xiàn)代社區(qū)警務(wù)機(jī)制的發(fā)展目標(biāo)，成為了促進(jìn)上海社會治安管理的突破口，在城市公共管理上具有重要的研究價值。因此，筆者著手開展了這一課題研究。本文是建立在上海社區(qū)警務(wù)機(jī)制實(shí)踐的基礎(chǔ)上，對社區(qū)警務(wù)機(jī)制的發(fā)展與創(chuàng)新進(jìn)行探討。研究的目的在于總結(jié)取得的經(jīng)驗(yàn)，分析存在的不足，提出建議與對策，為上海社區(qū)警務(wù)機(jī)制進(jìn)一步發(fā)展提出可行性意見。 本文采取的是實(shí)證研究方法。針對所研究的課題，在已有實(shí)踐的基礎(chǔ)上，運(yùn)用系統(tǒng)分析法，提出新思路和建議。文章從社區(qū)警務(wù)機(jī)制的歷史發(fā)展著手，分析社區(qū)警務(wù)的產(chǎn)生背景、發(fā)展現(xiàn)狀，闡述其理論基礎(chǔ)、核心價值，進(jìn)一步明晰社區(qū)警務(wù)的概念。通過分析社區(qū)警務(wù)機(jī)制的歷史沿革，梳理出社區(qū)警務(wù)機(jī)制的發(fā)展脈絡(luò)；通過對比中外社區(qū)警務(wù)機(jī)制，總結(jié)出國外好的經(jīng)驗(yàn)給予我國社區(qū)警務(wù)機(jī)制建設(shè)的啟示。本文的研究重點(diǎn)在上海社區(qū)警務(wù)機(jī)制的實(shí)踐情況及其發(fā)展創(chuàng)新。通過對目前“三警合一”社區(qū)警務(wù)機(jī)制的運(yùn)行原則、運(yùn)作形式以及顯現(xiàn)特點(diǎn)的分析，總結(jié)取得的成效，同時揭示存在的問題和面臨的挑戰(zhàn)，找出主觀上認(rèn)識偏差以及客觀上社會形勢變化等原因。在此基礎(chǔ)上，根據(jù)上海特定環(huán)境提出發(fā)展與創(chuàng)新的設(shè)想，從城市管理、社區(qū)管理的宏觀到社區(qū)民警工作的微觀；從社區(qū)警務(wù)機(jī)制的外部環(huán)境到公安機(jī)關(guān)的內(nèi)部環(huán)境，對社區(qū)警務(wù)機(jī)制發(fā)展與創(chuàng)新進(jìn)行深入研究，提出強(qiáng)化警察社會職能、提升社區(qū)警務(wù)功能定位、加快警務(wù)內(nèi)部體制改革等一系列有針對性的建議與對策。 上海社區(qū)警務(wù)機(jī)制作為現(xiàn)代城市綜合管理系統(tǒng)中的一個子系統(tǒng)，是提高社區(qū)服務(wù)保障功能和社區(qū)生活質(zhì)量的一個重要方面。作為現(xiàn)代公共管理框架內(nèi)的一部分，社區(qū)警務(wù)機(jī)制對于提升上海城市的公共管理水平，創(chuàng)造一個良好的社會治安環(huán)境具有重要的作用，將更好地適應(yīng)于城市公共管理需求，，服務(wù)于上海的經(jīng)濟(jì)發(fā)展。本文在借鑒以往研
[Abstract]:At present, our country is in a period of social transformation. With the deepening of reform, new situations are constantly emerging, new contradictions are becoming increasingly prominent, and various factors are intertwined. The social security situation is complex and severe. The public security organs shoulder the heavy responsibility of maintaining the public order and face the tremendous changes in the urban social structure and the way of organization and management. The traditional policing work is facing new challenges. The community policing mechanism is a new concept of policing strategy and police work mechanism, which has become one of the core of policing management. It is also an indispensable part of public administration. According to the characteristics of urban development and the needs of public administration, the public security organs in Shanghai put forward the development goal of establishing a modern community policing mechanism, which has become a breakthrough in promoting the management of public security in Shanghai. This paper is based on the practice of community policing mechanism in Shanghai. This paper discusses the development and innovation of community policing mechanism. The purpose of the study is to sum up the experience gained, analyze the shortcomings, put forward suggestions and countermeasures, and put forward some feasible suggestions for the further development of community policing mechanism in Shanghai. This paper adopts the empirical research method. Based on the existing practice, the paper puts forward new ideas and suggestions based on the existing practice. The article begins with the historical development of community policing mechanism. This paper analyzes the background and development of community policing, expounds its theoretical basis, core value, and further clarifies the concept of community policing. Through analyzing the historical evolution of community policing mechanism, it sorts out the development context of community policing mechanism. By comparing Chinese and foreign community policing mechanisms, The author summarizes the enlightenment of the good experience of foreign countries to the construction of community policing mechanism in China. This paper focuses on the practice of community policing mechanism in Shanghai and its development and innovation. On the basis of the analysis of operation form and manifestation characteristics, summarizing the achievements, revealing the existing problems and challenges, finding out the subjective understanding deviation and the change of the social situation objectively and so on. According to the specific environment in Shanghai, the author puts forward the idea of development and innovation, from the macro of urban management and community management to the micro-level of community police work, from the external environment of community policing mechanism to the internal environment of public security organs. This paper makes an in-depth study on the development and innovation of community policing mechanism, and puts forward a series of targeted suggestions and countermeasures, such as strengthening the social functions of the police, promoting the functional orientation of community policing, and speeding up the reform of the internal system of policing. As a subsystem of modern urban integrated management system, community policing mechanism in Shanghai is an important aspect to improve the function of community service and the quality of community life. The mechanism of community policing plays an important role in improving the level of public administration in Shanghai and creating a good social security environment, which will better meet the needs of urban public management.
