【摘要】：當(dāng)前，以調(diào)整派出所工作重心、建立派出所新的警務(wù)機(jī)制為主旨的派出所工作改革已進(jìn)入攻堅(jiān)階段。經(jīng)過(guò)對(duì)梅州市１８?jìng)�(gè)有代表性的派出所的調(diào)查發(fā)現(xiàn)，在分類指導(dǎo)、警務(wù)責(zé)任制落實(shí)、改革措施配套等三個(gè)方面的問(wèn)題不僅直接影響改革的進(jìn)程，而且決定改革的效應(yīng)。筆者認(rèn)為，不同的治安實(shí)際和警力資源配置要求對(duì)城市和農(nóng)村派出所警務(wù)運(yùn)作機(jī)制改革應(yīng)區(qū)別對(duì)待；實(shí)踐證明，解決好責(zé)任制的落實(shí)問(wèn)題是變“要我干”為“我要干”，實(shí)現(xiàn)“發(fā)案少、秩序好、群眾滿意”目標(biāo)的關(guān)鍵；派出所工作重心能否順利轉(zhuǎn)移，還要正確把握刑偵工作改革和公安人事制度改革與派出所工作改革的辯證關(guān)系，，實(shí)現(xiàn)公安工作改革的整體推進(jìn)。
[Abstract]:At present, the reform of police station work, which aims at adjusting the center of work of the police station and establishing a new police mechanism for the police station, has entered a critical stage. After the investigation of 18 representative police stations in Meizhou City, it is found that the police station is being classified and directed. The implementation of police responsibility system and the matching of reform measures not only directly affect the process of reform, but also determine the effect of reform. Different public security practices and the allocation of police resources require that the reform of the operational mechanism of police services in urban and rural police stations should be treated differently. Practice has proved that the implementation of the responsibility system is to change from "asking me to do it" to "I want to do it," and to achieve "fewer cases," The key to the goal of having good order and satisfying the masses; whether the focus of work of police stations can be transferred smoothly, but also correctly grasping the dialectical relationship between the reform of criminal investigation work and the reform of the public security personnel system and the reform of the work of police stations, We will carry out the reform of public security work as a whole.
