論我國(guó)社區(qū)警察職業(yè)生涯發(fā)展與激勵(lì)機(jī)制

【摘要】:自馬斯洛提出激勵(lì)層次理論以來(lái),圍繞績(jī)效管理問(wèn)題,管理學(xué)界提出了各種各樣的激勵(lì)措施。如何利用激勵(lì)機(jī)制最大限度地開發(fā)人力資源,增強(qiáng)組織的發(fā)展能力已成為管理者普遍關(guān)注的問(wèn)題。警察作為公共部門中特殊的職業(yè),目前,警察管理組織主要從靜態(tài)角度分析警察的工作特點(diǎn)、需要及激勵(lì)的內(nèi)容、方法等等,,還沒(méi)有以一種職業(yè)發(fā)展的角度去審視社區(qū)警察發(fā)展與社區(qū)警察組織的關(guān)系,在社區(qū)警察激勵(lì)這一過(guò)程中,努力需求社區(qū)警察貢獻(xiàn)與組織回報(bào)的動(dòng)態(tài)平衡,是組織激勵(lì)的真正切入點(diǎn),而要準(zhǔn)確地找到這個(gè)切入點(diǎn),則必須準(zhǔn)確地把握社區(qū)警察職業(yè)生涯發(fā)展的規(guī)律。 本文將職業(yè)生涯理論引入到社區(qū)警察激勵(lì)機(jī)制的構(gòu)建中,以社區(qū)警察職業(yè)發(fā)展作為激勵(lì)機(jī)制的核心內(nèi)容,促進(jìn)警察與組織的共同發(fā)展。文章首先從介紹職業(yè)生涯發(fā)展與激勵(lì)的基本理論入手,詳細(xì)論述與社區(qū)警察職業(yè)發(fā)展有關(guān)的社區(qū)警察職業(yè)特點(diǎn)、社區(qū)警察職業(yè)生涯發(fā)展的目標(biāo)和內(nèi)容以及影響因素等問(wèn)題,其中,重點(diǎn)闡述職業(yè)生涯發(fā)展與激勵(lì)的關(guān)系。第二部分針對(duì)當(dāng)前我國(guó)社區(qū)警察激勵(lì)機(jī)制存在的問(wèn)題,深入分析當(dāng)前我國(guó)社區(qū)警察激勵(lì)機(jī)制的發(fā)展現(xiàn)狀、局限性和影響因素。第三部分本文嘗試將社區(qū)警察職業(yè)生涯發(fā)展與激勵(lì)機(jī)制的構(gòu)建結(jié)合起來(lái),以不同職業(yè)階段的特點(diǎn)為依據(jù)建立適合本階段的動(dòng)態(tài)激勵(lì)機(jī)制,同時(shí)提出影響社區(qū)警察職業(yè)生涯發(fā)展的心理契約問(wèn)題。最后在文章結(jié)束語(yǔ)部分提出了圍繞職業(yè)生涯發(fā)展問(wèn)題建立雙職業(yè)路徑等問(wèn)題的看法。
[Abstract]:Since Maslow put forward the theory of incentive hierarchy, management circles have put forward a variety of incentive measures around the problem of performance management. As a special profession in the public sector, at present, the police management organizations mainly analyze the characteristics, needs and motivations of the police from a static point of view. Methods and so on, have not yet examined the relationship between community police development and community police organization from a career development perspective, in the process of community police motivation, strive to demand the dynamic balance between community police contribution and organizational return. It is the real breakthrough point of organization motivation, and to find this breakthrough point accurately, we must grasp the law of community police professional career development accurately. This paper introduces the career theory into the construction of the incentive mechanism of community police, taking the professional development of community police as the core of the incentive mechanism. The article begins with the introduction of the basic theory of career development and motivation, and discusses in detail the professional characteristics of community police related to the professional development of community police. The goal and content of community police career development and its influencing factors are discussed. The second part focuses on the relationship between career development and motivation. The second part aims at the problems existing in the incentive mechanism of community police in China. The third part attempts to combine the career development of community police with the construction of incentive mechanism. Based on the characteristics of different professional stages, a dynamic incentive mechanism suitable for this stage is established. At the same time, it puts forward the psychological contract problem which affects the career development of the community police. Finally, in the conclusion of the article, the author puts forward the views on the establishment of dual career paths around the career development.
