消防信息化建設探析

【摘要】:消防部隊是一支軍事化的現(xiàn)役部隊,是中國人民武裝警察的一個警種,又是一支直接為改革開放和經(jīng)濟建設服務的公安執(zhí)法部隊,躋身于改革開放的前沿,,肩負著繁重的防火滅火和社會搶險救援這一保衛(wèi)國家和人民生命財產(chǎn)安全的神圣使命。 在信息化建設高速發(fā)展的今天,信息技術貫穿消防部隊的日常管理、通訊聯(lián)絡、消防業(yè)務以及滅火作戰(zhàn)、社會救援指揮等方方面面。 消防信息化是利用先進可靠、使用有限的現(xiàn)代計算機、網(wǎng)絡及通信技術對消防信息進行采集、儲存、處理、分析和挖掘,實現(xiàn)消防信息資源和基礎設施高程度、高效益的共享與共用的過程,其實質(zhì)是各級公安消防機構在各項消防工作實踐活動中對消防信息資源進行廣泛而深入地丌發(fā)利用,為防火、滅火、搶險救援、隊伍管理教育、后勤保障等各項工作提供決策性地信息支持。消防信息化建設地范疇包括通信網(wǎng)絡基礎設施建設、信息系統(tǒng)建設及應用、安全保障體系建設、運行管理體系建設和標準規(guī)范體系建設等內(nèi)容。 近幾年,我國消防行業(yè)的信息化建設有了長足的發(fā)展,各地都新建或改造了消防通信指揮系統(tǒng),開發(fā)應用了一批消防信息管理軟件,建起了許多消防專業(yè)網(wǎng)站,開始實施電子政務,消防信息網(wǎng)絡初步形成?偨Y我們在信息化建設中取得成績的同時,我們必須清醒地看到,總體上看,我國消防行業(yè)的信息化水平與美國、日本和西歐等發(fā)達國家相比,由于起步較晚,加之綜合實力、基礎研究較弱,我們的差距還很大。首先是在軟件方面,我們?nèi)狈哂凶灾髦R產(chǎn)權的關鍵、核心技術,如消防領域應用較多的通信調(diào)度指揮系統(tǒng)技術,目前絕大多數(shù)還僅僅停留在對國外引進軟件的二次開發(fā)上,沒有建立起我們自己的具有自主知識產(chǎn)權的基礎平臺軟件,為此我們不得不花大量的資金向國外購買。其次,我們在標準化方面差距也很大,美國、日本和西歐等發(fā)達國家在消防監(jiān)督、調(diào)度指揮、電子政務、內(nèi)部事務管理、滅火戰(zhàn)術模擬等各個領域,已逐步建立起較為完善的標準體 卿 碩:卜學位論文 入!AS’百!一I之’氣11{}51凡 系,能有效地引導、規(guī)范、整合信息化的過程,達到事半功倍的「J的,而我們這 方面的工作才剛剛起步,嚴重滯后于信息化的實際進程。由于缺乏數(shù)據(jù)標準,己 有的信息也不能得到充分應用。如日前我國建筑設計院所及公司己荃本實現(xiàn)了電 腦出圖,但這些眾多的圖形電子文檔并未或很少能在我們消防審核、口常監(jiān)桿、 滅火預案、119地理信息系統(tǒng)中得到再利用,許多墓礎工作又在各個管理部門垂 復。所以,在總結經(jīng)驗和肯定成績的同時,我們更要高度正視信息化_!二作‘卜存在 的問題。 本文介紹了國內(nèi)外信息和信息化以及消防發(fā)展的趨勢,分析了消防部隊信息 化建設的現(xiàn)狀,提出了消防部隊信息化建設的方向和基本思路:認清形勢,解放 思想,盡快實現(xiàn)觀念的轉(zhuǎn)變:開拓創(chuàng)新,優(yōu)化資源,構建消防信息化實戰(zhàn)體系; 整合平臺,資源共享,實現(xiàn)向科技要警力、要戰(zhàn)斗力的戰(zhàn)略日標;統(tǒng)籌兼顧,協(xié) 調(diào)發(fā)展,堅持有所為有所不為;加強管理,務求實效,提升管理層次和水平;完 善機制,培養(yǎng)人才,為消防信息化建設提供和力支持;消防信息化需要信息化社 會支持。 關鍵詞:消防信息化建設
