【摘要】：　走出犯罪預(yù)防的困境關(guān)鍵是要有新的理念。有序化是全面小康社會(huì)的內(nèi)在需要。然而社會(huì)轉(zhuǎn)型導(dǎo)致我國出現(xiàn)嚴(yán)重的社會(huì)失序狀況,而犯罪是對(duì)秩序最極端的破壞。因此,要把構(gòu)建犯罪防控體系作為社會(huì)治安秩序重建的一部分,把社會(huì)整合作為構(gòu)建犯罪防控體系的基礎(chǔ),從整個(gè)社會(huì)發(fā)展和全面小康社會(huì)建設(shè)的整體的角度研究和構(gòu)建犯罪防控體系,才能最終控制犯罪率的增長。
[Abstract]:The key to getting out of the dilemma of crime prevention is to have a new concept. Ordering is the inherent need of a well-off society in an all-round way. However, social transformation has led to a serious social disorder in our country, and crime is the most extreme destruction of order. We should take the construction of a crime prevention and control system as a part of the reconstruction of the public security order, and take social integration as the basis for the construction of a crime prevention and control system. Only by studying and constructing the crime prevention and control system from the perspective of the whole social development and the overall construction of a well-off society in an all-round way can the increase of the crime rate be finally controlled.
