【摘要】： 近幾年來,隨著改革開放的不斷深入、新舊體制的交替和城市建設(shè)進程的加快,計劃經(jīng)濟體制下固有的傳統(tǒng)靜態(tài)穩(wěn)定模式被徹底打破,我國經(jīng)濟生活和社會結(jié)構(gòu)發(fā)生了深刻變化,社會經(jīng)濟成分、組織形式、就業(yè)方式、利益關(guān)系和分配方式日益多樣化,人民內(nèi)部的經(jīng)濟利益矛盾、政治利益矛盾和社會利益矛盾等方面集中凸顯,由此引發(fā)的群體性治安事件逐漸增多,成為改革開放新的歷史條件下影響社會穩(wěn)定的一個重要因素。群體性治安事件的頻繁發(fā)生及其越來越明顯的對抗形式,已經(jīng)引起社會各方面的廣泛關(guān)注,成為各級黨委、政府和公安機關(guān)治理社會、保證安定團結(jié)局面的一項重要工作。近幾年做了大量工作,取得了可喜的成績,也積累了不少好的經(jīng)驗。然而,在肯定我國社會治安狀況總體比較穩(wěn)定的同時,我們也應(yīng)清醒地看到,由人民內(nèi)部矛盾引發(fā)的群體性治安事件仍是影響我國經(jīng)濟和社會穩(wěn)定的突出因素,如果處理不當(dāng),必將引發(fā)一系列難以預(yù)料的社會問題。一些群體性治安事件要求的合理性與反映形式的違法性相互交織,行為方式激烈,處置難度加大,如何有效預(yù)防、妥善處置群體性治安事件已經(jīng)成為今后一定時期內(nèi)我國各級政府必須高度重視的重大挑戰(zhàn)。 本文結(jié)合公安機關(guān)處置預(yù)防群體性治安事件的工作實踐,在科學(xué)界定群體性治安事件概念和特點的基礎(chǔ)上,詳細闡述我國群體性治安事件的危害和性質(zhì),深入剖析群體性治安事件的產(chǎn)生根源和形成原因,借鑒國外對群體性治安事件的處置預(yù)防經(jīng)驗,對我國群體性治安事件處置與預(yù)防的現(xiàn)狀和問題進行分析,進而提出處置與預(yù)防的對策。 本文分為七部分。第一部分引言主要交待論文選題背景及意義;第二部分從不同角度闡述群體性治安事件的概念與特點;第三部分分析當(dāng)前我國群體性治安事件的危害及性質(zhì);第四部分分析現(xiàn)階段我國群體性治安事件的形成原因和條件;第五部分研究國外群體性治安事件的處置預(yù)防經(jīng)驗;第六部分談我國群體性治安事件處置與預(yù)防的現(xiàn)狀和問題。第七部分立足我國現(xiàn)實國情,研究處置與預(yù)防的對策。
[Abstract]:In recent years, with the deepening of reform and opening up, the alternation of new and old systems and the acceleration of the process of urban construction, the traditional static stability mode inherent in the planned economic system has been completely broken. Profound changes have taken place in our country's economic life and social structure. The social and economic components, forms of organization, ways of employment, interest relations and distribution have become increasingly diversified, and there are contradictions of economic interests among the people. The contradictions of political interests and social interests are concentrated and prominent, thus causing a gradual increase in the number of mass security incidents. It has become an important factor affecting social stability under the new historical conditions of reform and opening up. The frequent occurrence of mass security incidents and their increasingly obvious forms of confrontation have aroused the widespread concern of all sectors of society and become party committees at all levels. It is an important task for the government and the public security organs to govern society and ensure stability and unity. In recent years, a great deal of work has been done, gratifying results have been achieved, and a lot of good experience has been accumulated. However, While affirming the overall stability of the social security situation in our country, we should also be soberly aware that mass security incidents caused by contradictions among the people are still prominent factors affecting the economic and social stability of our country, and if they are not handled properly, It will lead to a series of unpredictable social problems. The rationality of some group public security incidents and the illegality of the reflecting form are intertwined, the behavior way is fierce, the handling difficulty is increased, how to prevent effectively, It has become a great challenge for all levels of government in the future to deal with group security events properly. Based on the practice of the public security organs in dealing with the prevention of group public security incidents, and on the basis of scientifically defining the concept and characteristics of group public security events, this paper expounds in detail the harm and nature of mass security incidents in China. This paper deeply analyzes the origin and causes of group public security events, draws lessons from the experience of foreign countries in the treatment and prevention of group public security incidents, and analyzes the present situation and problems of handling and prevention of mass security incidents in China. Then the countermeasures of disposal and prevention are put forward. This paper is divided into seven parts. The first part mainly explains the background and significance of the selected topic, the second part expounds the concept and characteristics of group security events from different angles. The third part analyzes the harm and nature of the current group security incidents in China; part 4th analyzes the causes and conditions of the formation of the group security incidents in China at present; part 5th studies the prevention experience of the handling of the group security incidents in foreign countries. Part 6th discusses the present situation and problems of dealing with and preventing group public security incidents in China. Part 7th is based on the actual situation of our country and studies the countermeasures of disposal and prevention.
