【摘要】： 青少年是社會未來的主人,是整個民族的希望,他們行為的良莠關(guān)系整個社會的前途。青少年犯罪一直是世界各國所共同的一個嚴(yán)重的社會問題,這不僅影響到青少年自己、家庭,而且也影響到整個國家乃至整個民族。如今“青少年犯罪”在世界范圍內(nèi)已被列為吸毒販毒、環(huán)境污染之后的第三大公害。 隨著改革開放的不斷深入和市場經(jīng)濟的快速發(fā)展,在新的世紀(jì)新的形勢下,在我國全面建設(shè)小康社會的今天,青少年犯罪行為正朝著多元化方向發(fā)展,它已涉及到社會的政治、經(jīng)濟、思想、文化教育、宗教道德、家庭等諸多方面,是直接影響我國社會穩(wěn)定的不安定因素之一�，F(xiàn)階段,我國青少年違法犯罪始終處于高發(fā)且仍呈上升的趨勢。據(jù)統(tǒng)計,2003年,25歲以下的青少年違法犯罪人員占全國刑事案件作案人員總數(shù)的45%,占全國治安拘留人員總數(shù)的33%。1999年到2003年間,青少年犯罪人數(shù)增長了4.7%,刑事案件作案率增長1.4倍。同時,18歲以下未成年人犯罪上升勢頭明顯,犯罪類型增多。 新時期青少年犯罪率不斷上升的基本原因在于市場經(jīng)濟帶來的急劇變遷和社會機制以及個人機制的弱化、學(xué)校弊端的影響、多元文化、不良媒體文化的影響以及人文主義的缺失。防范和減少青少年違法犯罪的基本對策在于必須形成良好的道德素質(zhì)、培養(yǎng)健康的心理素質(zhì)、健全體制、改進作風(fēng)、加強校園文化建設(shè)、法制建設(shè)以及營造良好的家庭氛圍等各方面綜合。通過各種對策,切實保證預(yù)防青少年犯罪工作真正成為全社會的系統(tǒng)工程。
[Abstract]:Young people are the masters of the future of society and the hope of the whole nation. Juvenile delinquency has always been a serious social problem common to all countries in the world. This affects not only the young people themselves, their families, but also the whole country and even the whole nation. In the world has been listed as drug abuse and drug trafficking, environmental pollution after the third major public hazard. With the deepening of reform and opening up and the rapid development of market economy, in the new century and new situation, in our country to build a well-off society in an all-round way, juvenile delinquency is moving towards the direction of diversification. It has been involved in the political, economic, ideological, cultural and educational, religious and moral, family and many other aspects, is a direct impact on social stability in China one of the factors. Juvenile delinquency in China has always been in a high rate and is still on the rise. According to statistics, in 2003, juvenile delinquents under 25 years old accounted for 45% of the total number of criminal offenders in China. Between 1999 and 2003, the number of juvenile delinquents increased by 4.7 and the rate of criminal cases increased by 1.4 times. Juvenile delinquency under the age of 18 has increased significantly and the types of crimes have increased. The basic reasons for the rising juvenile crime rate in the new era lie in the sharp changes brought by the market economy, the weakening of social mechanism and individual mechanism, the influence of school malpractice, and the multiculturalism. The influence of bad media culture and the lack of humanism. The basic countermeasure to prevent and reduce juvenile delinquency lies in forming good moral quality, cultivating healthy psychological quality, perfecting system and improving style of work. Strengthening the construction of campus culture, building legal system and building good family atmosphere, etc. Through all kinds of countermeasures, we can ensure that the prevention of juvenile delinquency really becomes a systematic project of the whole society.
