【摘要】：隨著網(wǎng)絡(luò)技術(shù)在國內(nèi)的高速發(fā)展,群體性事件不斷涌現(xiàn),并在網(wǎng)絡(luò)環(huán)境下以新型網(wǎng)絡(luò)輿情事件的形式呈現(xiàn)出來。而作為危機治理的一個重要方面,網(wǎng)絡(luò)群體性事件的輿情監(jiān)控和治理的研究處于初步階段,是一個全新的課題。傳統(tǒng)意義上對網(wǎng)絡(luò)輿情的研究,主要局限于傳播學(xué)和輿論學(xué)的研究范疇,且大多是對案例的闡述和定性分析,缺乏對網(wǎng)絡(luò)輿情的政府治理完善方面的關(guān)注。本文綜合運用社會學(xué)、傳播學(xué)、輿論學(xué)、管理學(xué)、行政學(xué)等多種學(xué)科的理論及研究方法,針對該類事件的多個典型案例,運用案例分析、網(wǎng)絡(luò)內(nèi)容分析、文獻研究等多種研究方法,將定性和定量研究相結(jié)合。通過案例研究,分析總結(jié)不同類型網(wǎng)絡(luò)群體性事件的特點及輿情信息的發(fā)展態(tài)勢,總結(jié)政府治理中的經(jīng)驗和教訓(xùn),并在此基礎(chǔ)上,把握輿情的演變階段,結(jié)合4R危機管理理論制定出有效的應(yīng)對和治理之道。 全文一共分為六章： 第一章,主要介紹文章的選題背景、選題意義、研究內(nèi)容、研究方法、研究新意、文章結(jié)構(gòu)和研究思路。 第二章,在檢索和查閱相關(guān)學(xué)術(shù)研究成果的基礎(chǔ)上,通過翻閱、收集和整理國內(nèi)外有關(guān)網(wǎng)絡(luò)群體性事件網(wǎng)絡(luò)輿情與政府治理的著作、報告、期刊論文、學(xué)位論文等,了解國內(nèi)外相關(guān)方面的研究動向和研究成果,在對研究現(xiàn)狀進行總結(jié)的基礎(chǔ)上明確本文的研究重點及創(chuàng)新點。 第三章,是論文研究的關(guān)鍵部分也是難點部分,是在理論分析基礎(chǔ)之上的實證研究。主要選取杭州飆車案、湖北鄧玉嬌案、“綠壩”事件三個案例進行研究。案例的研究,一是案例背景和相關(guān)時間點的描述,二是收集數(shù)據(jù)、.進行統(tǒng)計分析。本章分為三個部分,分別對各個案例進行研究。 第四章,在第三章實例調(diào)查研究的基礎(chǔ)之上,得出研究結(jié)論。包括三部分的內(nèi)容,第一部分,各類網(wǎng)絡(luò)群體性事件分析。第二部分,分析政府對各案例治理的特征。第三部分,網(wǎng)絡(luò)輿情演變階段的劃分。 第五章,在現(xiàn)狀研究分析的基礎(chǔ)上,引發(fā)的對網(wǎng)絡(luò)群體性事件網(wǎng)絡(luò)輿情政府治理的完善策略思考。在公共治理理論的指導(dǎo)下,結(jié)合羅伯特·希斯4R理論,針對所分析出的網(wǎng)絡(luò)輿情演變階段提出政府治理的完善策略。 第六章,在上述研究分析的基礎(chǔ)之上,客觀的看待和評價文中所設(shè)計的改進對策和保障措施,對研究結(jié)果進行歸納和總結(jié),并提出了需要進一步關(guān)注和研究的問題。
[Abstract]:With the rapid development of network technology in China, mass events emerge constantly, and appear in the form of new network public opinion events in the network environment, and as an important aspect of crisis management. The study of public opinion monitoring and governance of network group events is in the initial stage, which is a new topic. In the traditional sense, the study of network public opinion is mainly confined to the field of communication and public opinion. And most of the case of the elaboration and qualitative analysis, the lack of public opinion on the network of government governance and improvement of attention. This paper comprehensive use of sociology, communication, public opinion, management. Administrative science and other disciplines of theory and research methods, in view of this kind of events of a number of typical cases, the use of case analysis, network content analysis, literature research and other research methods. Through the case study, this paper analyzes and summarizes the characteristics of different types of network group events and the development situation of public opinion information, summarizes the experience and lessons in government governance, and on this basis. Grasp the evolving stage of public opinion, combining with the 4 R crisis management theory to formulate an effective response and governance. The full text is divided into six chapters: The first chapter mainly introduces the background, significance, research content, research methods, new ideas, structure and research ideas. The second chapter, on the basis of retrieving and consulting relevant academic research results, collects and collates domestic and foreign works, reports and periodical papers on network public opinion and government governance of network mass events. On the basis of summarizing the current situation of the research, this paper makes clear the research focus and innovation of this paper. The third chapter is the key part of the thesis is also the difficult part, is based on the theoretical analysis of the empirical study. Mainly selected from the case of Hangzhou drag racing, Hubei Deng Yujiao case. "Green Dam" incident of three cases to study. The case study, the first case background and the description of relevant time points, the other is to collect data for statistical analysis. This chapter is divided into three parts. Each case is studied separately. Chapter 4th, on the basis of the investigation and research of the third chapter, draws the conclusion of the research. It includes three parts, the first part, the analysis of all kinds of network group events. The second part. The third part is the division of the evolution stage of network public opinion. Chapter 5th, on the basis of the analysis of the current situation, leads to the strategic thinking on the improvement of the governance of the network public opinion on the network group events. Under the guidance of the public governance theory, combining with Robert Heath 4R theory. According to the analysis of the evolution stage of network public opinion, this paper puts forward the perfect strategy of government governance. Chapter 6th, on the basis of the above research and analysis, objectively views and evaluates the improved countermeasures and safeguard measures designed in this paper, and summarizes the results of the research. The problems that need further attention and research are also put forward.
