【摘要】：高科技應(yīng)用巨大的社會(huì)效應(yīng),使其“雙刃劍”功能更加凸顯。一方面高科技的發(fā)展給人類帶來(lái)物質(zhì)財(cái)富的增長(zhǎng)和生活的便利。另一方面,高科技在社會(huì)應(yīng)用中的負(fù)效應(yīng)也伴隨其中。高科技犯罪就是高科技應(yīng)用社會(huì)負(fù)效應(yīng)的一種極端形式。犯罪分子利用高科技手段威脅社會(huì)的秩序,破壞人類的生活體系。當(dāng)代需要通過(guò)公安系統(tǒng)的高科技化來(lái)弱化高科技犯罪對(duì)社會(huì)的影響。公安系統(tǒng)的高科技化是從技術(shù)上制約高科技犯罪的主要方式之一,也是杜絕和減少高科技犯罪的社會(huì)影響的最后屏障。 公安系統(tǒng)的高科技化對(duì)公安系統(tǒng)中高科技刑偵手段的控制人員提出了更高的要求。因?yàn)楦呖萍疾僮鞯牟划?dāng),同樣會(huì)帶來(lái)諸如侵犯?jìng)�(gè)人隱私等,對(duì)公民民主權(quán)利的侵害。如何界定公安高科技使用的尺度,在維護(hù)公共安全和維護(hù)社會(huì)成員利益最大化之間保持一種平衡,是本文探討的重要內(nèi)容之一。在處理兩者的關(guān)系中,堅(jiān)持人本主義原則,維護(hù)社會(huì)利益的最大化,反對(duì)技術(shù)主義是其中最重要的標(biāo)準(zhǔn)。 公安高科技應(yīng)用合理性標(biāo)準(zhǔn)的實(shí)施,最終需要通過(guò)高素質(zhì)的公安人員來(lái)實(shí)現(xiàn)。我國(guó)現(xiàn)在公安人員素質(zhì)與高技術(shù)條件下的辦案要求還不完全適應(yīng)。建立科學(xué)用人機(jī)制、培養(yǎng)機(jī)制,是建立高素質(zhì)公安隊(duì)伍的關(guān)鍵。
[Abstract]:The huge social effect of the application of high technology makes its "double-edged sword" function more prominent. On the one hand, the development of high technology brings the growth of material wealth and the convenience of living. On the other hand, the development of high technology brings about the growth of material wealth and the convenience of living. High-tech crime is an extreme form of high-tech application of social negative effects. Criminals use high-tech means to threaten the social order. It is necessary to weaken the influence of high-tech crime on the society through the high-tech of the public security system. The high-tech of the public security system is one of the main ways to restrict the high-tech crime from the technical point of view. It is also the last barrier to prevent and reduce the social impact of high-tech crime. The high technology of the public security system puts forward higher requirements to the control personnel of the high-tech criminal investigation means in the public security system, because the improper operation of the high technology will also bring about such as invasion of personal privacy and so on. How to define the scale of the use of high technology in public security and maintain a balance between maintaining public safety and maximizing the interests of social members. In dealing with the relationship between the two, it is the most important standard to adhere to the principle of humanism and to safeguard the maximization of social benefits. The implementation of the rationality standard for the application of high technology in public security. In the end, it needs to be realized by high-quality public security personnel. The quality of public security personnel and the requirements of handling cases under the high-tech conditions are not fully adapted in our country. The establishment of scientific employment mechanism, training mechanism. It is the key to establish a high-quality public security team.
