【摘要】：公共健康倫理學(xué)已有二十余年的發(fā)展歷程,但公共健康倫理學(xué)的對(duì)象——公共健康倫理何以可能這一前提性的元理論問題一直沒有得到正面解答,公共健康倫理學(xué)的學(xué)科合法性在很大程度上受到質(zhì)疑。解答公共健康倫理何以可能的問題,應(yīng)該立足于公共健康與倫理的關(guān)系,從二者之間的外在關(guān)系和內(nèi)在關(guān)聯(lián)兩個(gè)方面尋找其所以可能的根據(jù)。公共健康倫理所以可能的外在根據(jù),在于公共健康需要倫理導(dǎo)向,內(nèi)在根據(jù)在于公共健康具有倫理屬性。20世紀(jì)末不斷爆發(fā)的公共健康危機(jī)喚起的倫理自覺,使公共健康倫理的可能性變成了現(xiàn)實(shí)性。
[Abstract]:Public health ethics has been developing for more than 20 years, but the objective of public health ethics, the question of how public health ethics is possible, has not been answered positively.The discipline legitimacy of public health ethics has been questioned to a large extent.To answer the possible question of public health ethics, we should base ourselves on the relationship between public health and ethics, and find the possible basis from the external and internal relations between them.The external basis of public health ethics is that public health needs ethical guidance, and the intrinsic basis lies in the ethical consciousness aroused by the public health crisis that broke out in the end of the 20th century.The possibility of public health ethics becomes reality.
