【摘要】：在黨風(fēng)廉政建設(shè)和反腐敗斗爭中,紀(jì)檢監(jiān)察機(jī)關(guān)一直以來充當(dāng)著先鋒隊(duì)和主力軍的作用,肩負(fù)著抓好黨內(nèi)監(jiān)督,凈化黨內(nèi)環(huán)境的重任,承擔(dān)著抓好行政監(jiān)察,規(guī)范權(quán)力運(yùn)行的職責(zé)。派駐機(jī)構(gòu)是紀(jì)檢監(jiān)察系統(tǒng)中不可或缺的關(guān)鍵組成部分,在監(jiān)督履職過程中發(fā)揮著至關(guān)重要的作用。抓好抓實(shí)派駐機(jī)構(gòu)管理,進(jìn)一步在管理上凸顯規(guī)范性和實(shí)效性顯得尤為重要和緊迫。黨的十八大上曾明確要求,在紀(jì)檢監(jiān)察體制上要加快探索、逐步完善,特別是在如何實(shí)現(xiàn)紀(jì)檢監(jiān)察派駐機(jī)構(gòu)統(tǒng)一管理這個目標(biāo)上要下足功夫。在黨的十八屆三中全會上,對派駐機(jī)構(gòu)的建設(shè)提出了更為具體化的目標(biāo),要求加快實(shí)現(xiàn)對中央一級的黨和國家機(jī)關(guān)的派駐,加快實(shí)現(xiàn)對派駐機(jī)構(gòu)在名稱上和管理上的“兩個統(tǒng)一”。按照《黨章》規(guī)定,從當(dāng)前黨風(fēng)廉政建設(shè)和反腐敗斗爭的新形勢新任務(wù)新目標(biāo)出發(fā),探索完善紀(jì)檢監(jiān)察派駐機(jī)構(gòu)的管理體制,切實(shí)履行好派駐機(jī)構(gòu)的監(jiān)督職責(zé),充分發(fā)揮“派”的權(quán)威和“駐”的優(yōu)勢,對推進(jìn)紀(jì)檢監(jiān)察體制改革和落實(shí)全面從嚴(yán)治黨至關(guān)重要。根據(jù)中央、浙江省和寧波市紀(jì)委的整體要求,奉化區(qū)紀(jì)檢監(jiān)察派駐機(jī)構(gòu)管理改革的規(guī)定工作基本完成。本文嘗試通過采用理論和實(shí)踐相結(jié)合的方式,進(jìn)一步探索如何推進(jìn)奉化區(qū)紀(jì)檢監(jiān)察派駐機(jī)構(gòu)管理改革。本文共從五個部分開展研究:第一部分講述了研究派駐機(jī)構(gòu)管理的背景和意義,總結(jié)提煉國內(nèi)外相關(guān)文獻(xiàn)學(xué)習(xí)心得,明確研究方向;第二部分闡述了紀(jì)檢監(jiān)察派駐機(jī)構(gòu)管理體制的歷史沿革,當(dāng)前實(shí)行較多的三種管理模式以及相關(guān)理論依據(jù);第三部分介紹了奉化區(qū)紀(jì)檢監(jiān)察管理體制改革的具體實(shí)踐和取得的一定成效;第四部分點(diǎn)明了奉化區(qū)派駐機(jī)構(gòu)管理改革過程中存在的一些問題和不足;第五部分主要是針對改革過程中存在的不足,提出具有針對性和操作性的對策和建議。本文運(yùn)用文獻(xiàn)研究法、調(diào)查研究及比較研究相結(jié)合的研究方式,對奉化區(qū)紀(jì)檢監(jiān)察派駐機(jī)構(gòu)管理改革進(jìn)行理論分析和實(shí)踐探討。
[Abstract]:In the construction of a clean and clean party and in the struggle against corruption, discipline inspection and supervision organs have been acting as vanguards and main forces, shouldering the heavy task of doing a good job of inner-party supervision, purifying the inner-party environment, and undertaking the task of doing a good job of administrative supervision. The duty to regulate the operation of power. The attached institution is an indispensable part of discipline inspection and supervision system, and plays a vital role in the process of supervision and supervision. It is particularly important and urgent to lay stress on the management of the accredited institutions and further highlight the standardization and effectiveness of the management. At the 18th National Congress of the Party, it was clearly requested that the discipline inspection and supervision system should be explored quickly and gradually perfected, especially on how to achieve the goal of unified management of discipline inspection and supervision agencies. At the third Plenary session of the 18th CPC Central Committee, a more concrete goal was put forward for the construction of the accredited organs, which called for the accelerated implementation of the stationing of the party and state organs at the central level. Speed up the implementation of the accredited agencies in the name and management of the "two unified." In accordance with the provisions of the "Party Constitution," proceeding from the new situation and new tasks and objectives of the current party work style and clean government construction and the struggle against corruption, we should explore and improve the management system of the discipline inspection, supervision, and supervision agencies, and conscientiously perform their supervisory duties. Giving full play to the authority of the "faction" and the superiority of "staying" is of great importance in promoting the reform of the discipline inspection and supervision system and implementing the comprehensive and strict administration of the party. In accordance with the overall requirements of the Central Committee, Zhejiang Province and Ningbo Municipal discipline Inspection Commission, the regulation on the reform of discipline inspection and supervision agencies in Fenghua District has been basically completed. This paper attempts to further explore how to promote the reform of discipline inspection and supervision organization in Fenghua district by combining theory with practice. This paper carries out research from five parts: the first part describes the background and significance of the research on the management of accredited institutions, summarizes the relevant literature at home and abroad, learning experience, clear research direction; The second part expounds the historical evolution of discipline inspection and supervision agency management system, the current implementation of more three management models and related theoretical basis; The third part introduces the concrete practice and achievements of the reform of discipline inspection and supervision system in Fenghua District, the fourth part points out some problems and deficiencies in the reform of the administrative system of the accredited agencies in Fenghua District. In the fifth part, the author puts forward some countermeasures and suggestions aiming at the shortcomings in the reform process. Based on the method of literature research, investigation and comparison, this paper makes a theoretical analysis and practical discussion on the management reform of discipline inspection and supervision agencies in Fenghua district.
