【摘要】：近年來,政府反腐敗力度不斷加大,但其是否會(huì)直接提升公眾的清廉感知程度則有待經(jīng)驗(yàn)研究的驗(yàn)證。通過對G省的問卷調(diào)查分析發(fā)現(xiàn),近70%的受訪公眾感知到其所在的縣/區(qū)黨政機(jī)關(guān)總體清廉程度較低。采用路徑分析方法發(fā)現(xiàn),政府反腐敗力度的增強(qiáng)與公眾的清廉感知水平之間沒有顯著的相關(guān)關(guān)系;而績效、文化和信息三種機(jī)制顯著影響著公眾的清廉感知差異。具體而言,在其他條件不變的情況下,公眾對反腐敗工作的滿意度越高,其感知到的清廉水平越高;公眾的腐敗容忍度越高,其感知到的清廉水平越高;有行賄經(jīng)歷和被索賄經(jīng)歷的公眾與沒有這些經(jīng)歷的公眾相比,前者感覺到更低程度的清廉水平。此外,本研究還發(fā)現(xiàn)行賄和被索賄經(jīng)歷會(huì)直接減少公眾的反腐敗工作滿意度,被索賄經(jīng)歷比行賄經(jīng)歷更會(huì)降低公眾的腐敗容忍度,而腐敗容忍度反過來也會(huì)影響公眾的反腐敗工作滿意度。
[Abstract]:In recent years, the government has intensified its anti-corruption efforts, but whether it will directly enhance the public's perception of clean government needs to be verified by empirical research. Based on the questionnaire survey in G province, it was found that nearly 70% of the respondents perceived that the party and government organs in their county or district were generally clean and clean. The path analysis method shows that there is no significant correlation between the enhancement of government anti-corruption efforts and the level of public perception of integrity, while the performance, culture and information mechanisms significantly affect the public perception of corruption differences. Specifically, the higher the satisfaction of the public on anti-corruption work, the higher the perceived level of integrity, the higher the tolerance of corruption, the higher the perceived level of integrity. The former felt a lower level of probity than those without it. In addition, the study also found that bribery and being asked for bribes directly reduced the public's satisfaction with anti-corruption work, and that being asked for bribes was more likely to reduce public tolerance to corruption than the experience of bribery. Tolerance to corruption, in turn, can affect public satisfaction with the fight against corruption.
