【摘要】：國有企業(yè)作為一種"特殊"的企業(yè)組織形式,既要按照市場邏輯服從于經(jīng)濟發(fā)展目標(biāo),以確保自身可持續(xù)的健康發(fā)展,又要服務(wù)于黨和國家所賦予的各項政治與社會職能,以確保在國家重大問題上走得穩(wěn)、站得正。要以"黨管干部原則"為引領(lǐng),強化國有企業(yè)的企業(yè)家精神塑造,以確保黨在國有經(jīng)濟管理中總攬全局、協(xié)調(diào)各方的核心地位。堅持"黨管干部原則"與國有企業(yè)企業(yè)家精神塑造相契合,賦予我國國有企業(yè)企業(yè)家精神的本質(zhì)內(nèi)涵,體現(xiàn)企業(yè)家內(nèi)置于國有企業(yè)內(nèi)部的黨性與人民性的統(tǒng)一。實施攻堅期的國有企業(yè)改革,需要以黨性培育為引領(lǐng),唯此才能真正為國企鑄魂,為中國特色社會主義國有企業(yè)的企業(yè)家精神培育掌舵:促成國家制度層面保障激勵與經(jīng)營者層面內(nèi)在創(chuàng)新的一致性,引領(lǐng)國有企業(yè)企業(yè)家精神培育的輿論導(dǎo)向;促成國有企業(yè)職業(yè)經(jīng)理人市場培育與國有企業(yè)領(lǐng)導(dǎo)干部黨性教育的一致性,永葆國有企業(yè)企業(yè)家精神培育的政治本色;促成市場內(nèi)在機制與政府外在調(diào)控的一致性,實現(xiàn)國有企業(yè)企業(yè)家精神培育的道德托底。
[Abstract]:As a "special" form of enterprise organization, state-owned enterprises should not only conform to the objective of economic development according to market logic, so as to ensure their own sustainable and healthy development, but also serve the various political and social functions entrusted to them by the Party and the country. In order to ensure that on the major issues of national stability, stand upright. In order to ensure the overall situation of the party in the management of the state-owned economy and coordinate the core position of all parties, we should take the "principle of the Party in charge of cadres" as the guide and strengthen the shaping of the entrepreneurial spirit of the state-owned enterprises. Adhering to the principle of "Party governing cadres" coincides with the shaping of state-owned enterprisers' spirit, endows our country with the essential connotation of the spirit of state-owned enterprisers, and embodies the unity of the Party spirit and the people's nature built into the state-owned enterprises by entrepreneurs. To carry out the reform of state-owned enterprises during the period of attacking and strengthening, it is necessary to take the cultivation of the Party spirit as the guide, and only in this way can we truly cast the soul for the state-owned enterprises. Taking the helm for the cultivation of entrepreneurship in the socialist state-owned enterprises with Chinese characteristics: promoting the consistency between the internal innovation at the level of national system and the level of managers, and leading the public opinion in cultivating the spirit of state-owned entrepreneurs; Promoting the consistency between the market training of professional managers of state-owned enterprises and the party spirit education of leading cadres of state-owned enterprises, keeping the political essence of cultivating the spirit of state-owned entrepreneurs, promoting the consistency between the internal mechanism of the market and the external regulation and control of the government, To realize the cultivation of state-owned entrepreneur spirit of moral backing.
