從攬政到懶政的政治學(xué)分析

【摘要】：從政治現(xiàn)象的角度上分析,攬政與懶政是表現(xiàn)為兩種完全不同的心理取向和行為取向的政治現(xiàn)象,但它們都是一定國家權(quán)力結(jié)構(gòu)和社會(huì)經(jīng)濟(jì)關(guān)系的產(chǎn)物。這兩者既可以同時(shí)存在于同一個(gè)歷史時(shí)期、同一個(gè)制度框架內(nèi),也可以作為兩種極端的心態(tài)和行為,存在于社會(huì)發(fā)展的歷史進(jìn)程中。在我國現(xiàn)階段,一方面攬政現(xiàn)象在相當(dāng)程度上還較普遍存在;但另一方面,懶政是進(jìn)一步深化改革、完善社會(huì)主義民主法制、實(shí)現(xiàn)國家治理體系和治理能力現(xiàn)代化進(jìn)程中的新問題。從攬政到懶政這是一種怎樣的歷史變化?支撐這種變化的社會(huì)制度基礎(chǔ)又是什么?如何消除懶政以促進(jìn)從消極無為到積極有為的制度建設(shè)、形成國家公共權(quán)力的良性循環(huán)?這是值得當(dāng)代政治學(xué)、行政學(xué)深入研究的焦點(diǎn)問題,有必要將治理懶政納入全面從嚴(yán)治黨之中,作為全面從嚴(yán)治黨的重要組成部分。
[Abstract]:From the point of view of political phenomenon, the two political phenomena, which are completely different psychological orientation and behavior orientation, are political phenomena, but they are both the products of certain state power structure and social and economic relations. Both of them can exist in the same historical period and the same institutional framework at the same time. They can also exist in the historical process of social development as two kinds of extreme mentality and behavior. At the present stage of our country, on the one hand, the phenomenon of taking over political affairs is quite common, but on the other hand, lazy government is to further deepen the reform and perfect the socialist democracy and legal system. New issues in the process of modernization of the national governance system and governance capacity. What kind of historical change is it from taking over politics to being lazy? What is the basis of the social system that underpins this change? How to eliminate the lazy government in order to promote the construction of the system from negative inaction to positive action, and to form a virtuous circle of national public power? This is a focal issue worthy of in-depth study in contemporary political science and administration, and it is necessary to bring the lazy administration of governance into the comprehensive and strict administration of the Party as an important part of the comprehensive and strict administration of the Party.
