【摘要】：新中國(guó)成立后,無(wú)論處于經(jīng)濟(jì)社會(huì)發(fā)展的何種時(shí)期,中國(guó)革命、建設(shè)和改革均在中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)下取得了舉世矚目的成就。其原因歸根結(jié)底在于黨在領(lǐng)導(dǎo)中國(guó)建設(shè)和發(fā)展社會(huì)主義的歷程中不斷從思想、政治、組織、制度、作風(fēng)和廉政等方面改進(jìn)和加強(qiáng)自身建設(shè),永葆黨的先進(jìn)性和純潔性,從而煥發(fā)出強(qiáng)大的號(hào)召力、凝聚力、戰(zhàn)斗力。由此可見,黨的建設(shè)是中國(guó)革命、建設(shè)和改革取得勝利的重要法寶。建國(guó)以來,舉凡涉及經(jīng)濟(jì)社會(huì)全局的重大事項(xiàng),幾乎都同財(cái)政稅收的改革與發(fā)展有關(guān)。稅務(wù)部門是重要的經(jīng)濟(jì)管理和行政執(zhí)法部門,隊(duì)伍大、層級(jí)多、分布廣,與人民群眾接觸廣泛、聯(lián)系緊密,是展現(xiàn)黨和政府形象的重要窗口,是國(guó)家治理體系的重要力量,是國(guó)家治理能力現(xiàn)代化建設(shè)的重要組成部分。帶好這支隊(duì)伍,抓好黨建是重中之重。因此,研究建國(guó)以來稅務(wù)系統(tǒng)黨的建設(shè)不僅是中國(guó)共產(chǎn)黨黨建研究中的重要微觀問題,更有利于稅務(wù)系統(tǒng)黨建理論的繼承與發(fā)展,提升稅務(wù)系統(tǒng)黨的建設(shè)的科學(xué)化水平,促進(jìn)稅務(wù)系統(tǒng)的工作更有效地服務(wù)于五大發(fā)展理念和“四個(gè)全面”戰(zhàn)略布局,具有十分重要的理論意義和現(xiàn)實(shí)指導(dǎo)意義。本文的主要?jiǎng)?chuàng)新之處在于從歷史沿革的角度綜述分析建國(guó)以來各時(shí)期稅務(wù)系統(tǒng)黨建的基本情況。本文以中國(guó)共產(chǎn)黨黨的建設(shè)理論為指導(dǎo),以“歷史研究法”和“史論結(jié)合法”為方法,考察建國(guó)以來稅務(wù)系統(tǒng)黨的建設(shè)歷史沿革,著重對(duì)建國(guó)以來稅務(wù)系統(tǒng)黨的思想建設(shè)、組織建設(shè)、作風(fēng)建設(shè)、反腐倡廉建設(shè)、制度建設(shè)等方面進(jìn)行綜述,歸納和總結(jié)建國(guó)以來稅務(wù)系統(tǒng)黨的建設(shè)的啟示,進(jìn)一步分析稅務(wù)系統(tǒng)黨的建設(shè)面臨的新挑戰(zhàn)和“四個(gè)全面”戰(zhàn)略布局指導(dǎo)下稅務(wù)系統(tǒng)黨建工作的新探索。本文以時(shí)間為脈絡(luò),以稅務(wù)系統(tǒng)黨的建設(shè)內(nèi)容為線索,力求全面的對(duì)稅務(wù)系統(tǒng)黨的建設(shè)內(nèi)容進(jìn)行總結(jié)和歸納。以史為鏡、知往鑒今,為當(dāng)下稅務(wù)系統(tǒng)全面提升黨的建設(shè)科學(xué)化水平,充分發(fā)揮稅收的經(jīng)濟(jì)職能和社會(huì)職能作用,服務(wù)“四個(gè)全面”戰(zhàn)略布局提供借鑒。
[Abstract]:After the founding of New China, no matter what period of economic and social development, China's revolution, construction and reform under the leadership of the Communist Party of China has made remarkable achievements. The reason for this lies in the fact that in the course of leading the construction and development of socialism in China, the Party constantly improves and strengthens its own building in terms of ideology, politics, organization, system, style of work and clean government, so as to always maintain the advanced nature and purity of the Party. Thus coruscating strong appeal, cohesion, combat effectiveness. Thus, the party building is the Chinese revolution, construction and reform to win an important magic weapon. Since the founding of the people's Republic of China, almost all of the major issues related to the overall economic and social situation are related to the reform and development of fiscal and taxation. The tax department is an important department of economic management and administrative law enforcement. It has large ranks, many levels, wide distribution, extensive contact with the masses of the people and close ties. It is an important window for displaying the image of the party and the government, and an important force in the national governance system. It is the important component of the modernization of national governance ability. It is of the utmost importance to take this team well and do a good job in Party building. Therefore, studying the party building in the tax system since the founding of the people's Republic of China is not only an important micro issue in the party building research of the Communist Party of China, but also conducive to the inheritance and development of the party building theory in the tax system and the promotion of the scientific level of the party building in the tax system. It is of great theoretical and practical significance to promote the work of tax system to serve the five development concepts and the "four comprehensive" strategic layout more effectively. The main innovation of this paper is to summarize and analyze the basic situation of the Party building in the tax system in each period since the founding of the people's Republic of China from the angle of historical evolution. Under the guidance of the Party building theory of the Communist Party of China, and by the methods of "Historical Research Law" and "Historical Theory combination Law", this paper examines the historical evolution of the Party's construction in the tax system since the founding of the people's Republic of China, and focuses on the ideological construction of the tax system Party since the founding of the people's Republic of China.
