【摘要】：新時期基層社會治理體制變遷和治理環(huán)境變化對基層黨組織發(fā)揮服務(wù)群眾功能提出了新的挑戰(zhàn),要求基層黨組織以創(chuàng)新社區(qū)服務(wù)供給機制為突破口,加強基層服務(wù)型黨組織建設(shè)。按照基層黨組織提供社區(qū)服務(wù)的過程環(huán)節(jié),同時融入新時期社區(qū)治理體制和治理環(huán)境要求的"治理"元素,可將基層黨組織創(chuàng)新社區(qū)服務(wù)供給機制框架構(gòu)建為強調(diào)表達、有效的社區(qū)服務(wù)需求獲取機制,強調(diào)參與、協(xié)商、回應(yīng)的社區(qū)服務(wù)決策形成機制,強調(diào)合作、協(xié)調(diào)、法治的社區(qū)服務(wù)供給實現(xiàn)機制和強調(diào)參與、透明的社區(qū)服務(wù)效果評價機制。對于這一基層黨組織創(chuàng)新社區(qū)服務(wù)供給機制的理論框架,C市J區(qū)基層黨組織在社區(qū)服務(wù)供給實踐中探索總結(jié)的"五全工作法"給出了一個較好詮釋,并提供了該理論框架具備實踐應(yīng)用可能與積極價值的現(xiàn)實支撐�；诖�,可以通過優(yōu)化基層黨組織設(shè)置方式、搭建"雙向互動式"社區(qū)服務(wù)需求獲取渠道、注重社區(qū)服務(wù)決策過程的參與協(xié)商和利益平衡、明確不同服務(wù)提供主體間的分工協(xié)作、增強社區(qū)服務(wù)供給過程的法治保障、確保社區(qū)服務(wù)效果評價的主體多元和過程公開等現(xiàn)實路徑,促進基層黨組織創(chuàng)新社區(qū)服務(wù)供給機制的實踐形成并付諸運轉(zhuǎn),進而推動基層服務(wù)型黨組織的建設(shè)進程。
[Abstract]:In the new era, the changes in the social governance system and the governance environment at the grass-roots level have posed a new challenge to the grass-roots party organizations in giving full play to the function of serving the masses, and required the grass-roots party organizations to take the innovation of the community service supply mechanism as a breakthrough. We will strengthen the building of grass-roots service-oriented party organizations. According to the process of providing community service by grass-roots party organizations and incorporating the "governance" elements of community governance system and governance environment requirements in the new period, we can construct the framework of innovative community service supply mechanism of grass-roots party organizations as an emphasis expression. Effective community service demand acquisition mechanism, emphasis on participation, consultation, response to community service decision-making mechanism, emphasis on cooperation, coordination, rule of law community service supply realization mechanism and emphasis on participation, transparent community service effect evaluation mechanism. This paper gives a better interpretation of the "five complete work method", which is a theoretical framework for the grass-roots party organization to innovate the community service supply mechanism in the practice of community service supply in the J district of C city. It also provides the practical support for the practical application and positive value of the theoretical framework. Based on this, we can optimize the way of setting up grass-roots party organizations, build "two-way interactive" community service demand access channels, pay attention to community service decision-making process participation and consultation and balance of interests. Make clear the division of labor and cooperation among different service providers, strengthen the legal protection of the process of community service supply, and ensure that the main body of the evaluation of community service effect is diversified and the process is open and so on. The practice of promoting the grass-roots party organizations to innovate the community service supply mechanism is formed and put into practice, and then the construction process of the grass-roots service-oriented party organizations is promoted.
