[Abstract]:Under the once "price two-track system", some of the leading cadres who had the real power made use of their power to give their children. "approval notes" from relatives and people close to them, making use of the "price difference" between the state price and market guidance price, wantonly sell steel, cement, chemical fertilizers, pesticides and other scarce productive materials for profiteering. This phenomenon of collusion between government and business which makes use of the "price double track" system to obtain improper benefits has been vividly called "official downfall".
