【摘要】：銀川市興慶區(qū)漢、回等民族分布集中,因各民族生活習(xí)慣、宗教信仰存在較大差異,青少年事務(wù)管理與其他地方具有共性問(wèn)題外,還需要統(tǒng)籌兼顧民族、宗教等因素,其管理具有特殊性。本文以銀川市興慶區(qū)共青團(tuán)參與青少年事務(wù)管理為研究對(duì)象,首先,考述青少年事務(wù)和共青團(tuán)的發(fā)展演變,界定了共青團(tuán)參與青少年管理的目的,即促進(jìn)青少年成長(zhǎng)發(fā)展,維護(hù)青少年合法權(quán)利,防止青少年違法犯罪。其次,通過(guò)分析銀川市興慶區(qū)共青團(tuán)參與青少年事務(wù)管理現(xiàn)狀,總結(jié)其在思想引導(dǎo)、就業(yè)創(chuàng)業(yè)指導(dǎo)、幫扶貧困等方面的成績(jī),同時(shí)查找管理工作中存在盲區(qū)、管理考核缺失等問(wèn)題；分析了社會(huì)環(huán)境、團(tuán)干部素質(zhì)、青少年問(wèn)題復(fù)雜化、“多頭管理”等因素都在不同程度上影響、制約著興慶區(qū)共青團(tuán)參與青少年事務(wù)管理的成效。最后,在分析銀川市興慶區(qū)實(shí)情的基礎(chǔ)上,探討銀川市興慶區(qū)共青團(tuán)的角色定位,反思其運(yùn)用新媒體技術(shù)管理青少年事務(wù)中的成績(jī)和不足,借鑒發(fā)達(dá)地區(qū)的經(jīng)驗(yàn),研究銀川市興慶區(qū)成立青少年事務(wù)綜合協(xié)調(diào)機(jī)構(gòu),拓展青少年服務(wù)項(xiàng)目等方面的管理。
[Abstract]:The distribution of Han and Hui ethnic groups in Xingqing District of Yinchuan City is concentrated. Due to the existence of great differences in the living habits and religious beliefs of various ethnic groups, apart from the common problems in the management of youth affairs with other places, it is also necessary to take into account factors such as nationality and religion as a whole. Its management has its particularity. This paper takes the Youth League of Xingqing District of Yinchuan City as the research object. Firstly, the paper discusses the development and evolution of the youth affairs and the Communist Youth League, and defines the purpose of the Youth League to participate in the youth management, that is, to promote the growth and development of young people. To safeguard the legal rights of young people and prevent them from breaking the law and committing crimes. Secondly, by analyzing the current situation of the Communist Youth League participating in the management of youth affairs in Xingqing District of Yinchuan City, summarizing its achievements in the aspects of ideological guidance, employment and entrepreneurship guidance, helping the poor, and finding out the blind spots in the management work at the same time, This paper analyzes the social environment, the quality of league cadres, the complexity of youth issues, and the "multiple management", all of which affect the effectiveness of the participation of the Communist Youth League in Xingqing District in the management of youth affairs to varying degrees. Finally, on the basis of analyzing the actual situation of Xinqing District of Yinchuan City, this paper probes into the role orientation of the Communist Youth League in Xingqing District of Yinchuan City, reflects on its achievements and shortcomings in using new media technology to manage youth affairs, and draws lessons from the experience of developed regions. This paper studies the establishment of comprehensive coordination organization for youth affairs in Xingqing District of Yinchuan City and the development of youth service projects.
