【摘要】：十一屆三中全會以來高素質(zhì)執(zhí)政骨干隊伍建設(shè)經(jīng)歷了單項突破、整體推進(jìn)和深化改革三個階段。整體來看,這一時期在高素質(zhì)執(zhí)政骨干隊伍建設(shè)方面有以下幾個方面的經(jīng)驗:堅持黨管干部原則,重視改進(jìn)黨管干部的方法;堅持圍繞黨的政治路線,提高執(zhí)政骨干隊伍推進(jìn)改革開放的能力和水平;堅持以改革創(chuàng)新精神改革和完善執(zhí)政骨干隊伍建設(shè)的體制機(jī)制;堅持以制度建設(shè)為抓手,推進(jìn)執(zhí)政骨干隊伍建設(shè)規(guī)范化、法制化。這些經(jīng)驗對進(jìn)一步做好高素質(zhì)執(zhí)政骨干隊伍建設(shè)的啟示是:必須把握住"好干部"標(biāo)準(zhǔn),把正確的選人用人思想貫穿于高素質(zhì)執(zhí)政骨干隊伍建設(shè)工作的全過程;必須處理好改革與穩(wěn)定、繼承與創(chuàng)新的關(guān)系,積極穩(wěn)妥、循序漸進(jìn)地推進(jìn)干部人事制度改革;必須按照民主、公開、競爭、擇優(yōu)要求,不斷提高選人用人公信度;必須重視執(zhí)政骨干隊伍建設(shè)理論研究,著力把握執(zhí)政骨干隊伍建設(shè)的基本規(guī)律。
[Abstract]:Since the third Plenary session of the 11th CPC Central Committee, the construction of high quality ruling backbone team has experienced three stages: single breakthrough, overall promotion and deepening reform. Overall, this period has the following experience in building a cadre of high-quality ruling cadres: adhere to the principle of party management of cadres, attach importance to improving the methods of party management of cadres, and adhere to the political line around the party. To improve the ability and level of the ruling backbone team to promote reform and opening up; to adhere to the reform and innovation spirit of reform and to improve the institutional mechanism for the construction of the ruling backbone contingent; and to promote the standardization of the construction of the ruling backbone contingent with the system building as its starting point. Legalization The enlightenment of these experiences is that we must grasp the standard of "good cadres" and put the correct thought of selecting and employing people through the whole process of the construction of the cadres of high quality ruling cadres; We must deal well with the relationship between reform and stability, inherit and innovate, actively and steadily, advance the reform of cadre and personnel system step by step, in accordance with the requirements of democracy, openness, competition, and selection of the best, we must constantly improve the credibility of the selection and employment of people. We must attach importance to the theoretical study of the construction of the ruling backbone team and make great efforts to grasp the basic law of the construction of the ruling backbone team.
