【摘要】：重視黨的純潔性建設,是馬克思主義政黨本質屬性。中國共產(chǎn)黨一直十分重視黨的純潔性建設。本文以新民主主義革命時期黨的純潔性建設作為研究對象,在分析純潔性建設基本內(nèi)涵與理論支撐的基礎上,系統(tǒng)梳理和總結這一時期黨的純潔性建設的理論與實踐探索,歸納其基本經(jīng)驗,希望對于今天保持黨的純潔性提供一定的借鑒。當然,這也是我們對革命先輩們豐功偉績的深深致敬。純潔性建設,關系到政黨的存在合理性、合法性和政黨的生命力、發(fā)展前景。政黨純潔性,是政黨建立以后,發(fā)展存續(xù)過程中所展現(xiàn)出來的狀態(tài)、行為、實踐與其宗旨、綱領、目標等體現(xiàn)的與政黨的內(nèi)在本質屬性之間的相符合的程度。這種相洽性,對于先進的馬克思主義政黨來說,顯得更為突出。在馬克思主義政黨的實踐過程中,要想實現(xiàn)這種相洽性,必然要在馬克思主義黨的學說指導下進行提高自身純潔性的理論和實踐活動,這一系列的活動,就叫黨的純潔性建設�？梢赃@么說,純潔性是目標,純潔性建設是為實現(xiàn)這個目標而采取的實踐形式。中國共產(chǎn)黨是馬克思主義指導下的先進政黨,加強純潔性建設,是黨的建設中的應有之義。但是,中國共產(chǎn)黨的純潔性建設有更為特殊的意義。主要從理論基礎和組織管理、內(nèi)在基因與外在形象、監(jiān)督約束與震懾預防等方面入手,在思想、組織、作風、清廉等方面加強純潔性建設,不斷增強自我凈化、自我完善、自我革新、自我提高的能力。黨的純潔性建設,首先是中國共產(chǎn)黨所領導的新民主主義革命實踐的客觀需要,同時,它的產(chǎn)生又有其重要的理論淵源。馬克思恩格斯的政黨建設理論中已經(jīng)富含黨的純潔性建設的思想意蘊,在他們的革命理論與實踐中,一直重視黨的純潔性建設,提出了一系列理論原則和要求,這些思想觀點,成為中國共產(chǎn)黨加強自身純潔性建設的重要理論依據(jù)。而列寧在領導布爾什維克黨進行偉大的蘇維埃革命中的建黨實踐,則給予了中國共產(chǎn)黨直接的理論啟迪。在俄國的建黨實踐中,列寧針對國內(nèi)的實際情況,提出了一系列保持黨的純潔性的觀點、措施和主張,保證了布爾什維克黨奪取政權和順利執(zhí)政。他的關于黨的純潔性建設的思想可以從十月革命前和十月革命后兩個階段集中體現(xiàn)出來。同時還應當看到,深厚的中國傳統(tǒng)文化帶給中國共產(chǎn)黨的影響,傳統(tǒng)文化中的關于心性修養(yǎng)的思想與馬克思主義的純潔性建黨思想涵融匯通,給中國共產(chǎn)黨的純潔性建設提供了多維的理論支撐。新民主主義革命時期,中國共產(chǎn)黨人在荊棘載途的革命實踐中,對黨的純潔性建設進行了艱辛的實踐探索,在這一實踐過程中,中國共產(chǎn)黨逐步形成了一套自身的純潔機制,通過思想教育、組織建設、整風運動、制度建設、整肅紀律等措施,淘汰了一批批腐敗者、落伍者,保持了黨的肌體純潔性,為戰(zhàn)勝各種艱難險阻創(chuàng)造了有利條件。建黨之初,黨就確立了純潔性建設的基本原則,旗幟鮮明地亮明了自己的奮斗目標,規(guī)定了黨的組織原則和組織紀律。大革命時期,黨把黨員成分純潔、思想純潔、組織純潔看得特別重要。土地革命戰(zhàn)爭時期,以毛澤東為代表的中國共產(chǎn)黨人,在領導人民進行中國革命的偉大實踐中,對黨的純潔性建設進行了創(chuàng)造性探索。古田會議首次提出在思想上加強黨的建設。遵義會議結束了教條主義在黨內(nèi)的統(tǒng)治,純潔了黨的思想,重新樹立了實事求是的思想路線�？谷諔�(zhàn)爭時期,整風運動對如何加強黨的純潔性建設進行了系統(tǒng)的設計,并取得了巨大成效。黨的七大,對黨的純潔性建設的探索較之以前更為全面,在政治上、思想上、組織上和作風上的純潔性建設均有許多重大建樹。解放戰(zhàn)爭時期,黨的純潔性建設開展的有聲有色,注重組織純潔,謹慎發(fā)展黨員。在土地改革過程中,創(chuàng)建了"三查""三整"等基層黨的純潔性建設的新模式。在七屆二中全會上所提出的"兩個務必",彰顯了黨對執(zhí)政黨純潔性建設的主動性和預見性。在新民主主義革命時期,為了建設一支思想上鞏固政治上堅定組織上嚴整作風上清廉的革命隊伍,黨的領導人對此進行了艱苦的理論探索。毛澤東明確要求要用無產(chǎn)階級思想進行軍隊和黨的建設,創(chuàng)造性地提出了從思想上建黨的原則。要求全黨堅決抵制各種反馬克思主義思想的侵蝕,堅決同各種違背馬克思主義的錯誤思想作斗爭,使新民主主義革命沿著正確的路線走下去。劉少奇則把馬克思主義關于無產(chǎn)階級在改造客觀世界的同時也要改造自己的主觀世界的理論同中國文化注重個人修養(yǎng)、崇尚人格完善的優(yōu)秀傳統(tǒng)相結合,創(chuàng)造性地提出黨性修養(yǎng)理論。許多共產(chǎn)黨員進行黨性修養(yǎng)和鍛煉,提高了自身純潔性。周恩來身體力行黨的純潔性原則,他所制定的修養(yǎng)要則,體現(xiàn)了他對純潔性建設的深刻認識和高度自覺,為全黨樹立了保持純潔性的楷模,開拓了一條純潔性建設的途徑。朱德在領導革命軍隊和指揮革命實踐的過程中,注重部隊中黨員的組織紀律建設,認為提高政治覺悟需要政治訓練。陳云最早闡釋黨的純潔性基本內(nèi)涵,認為黨必須經(jīng)常有系統(tǒng)地調(diào)劑自己黨員的成分。在黨的第一代領導人那里,黨的純潔性建設理論從不同角度得以思考和闡述,最終以集體智慧結晶的形式形成了新民主主義革命時期黨的純潔性建設理論。歷史經(jīng)驗是真知灼見之母。新民主主義革命時期,既是中國共產(chǎn)黨領導人民進行社會革命,取得執(zhí)政地位的過程,也是黨通過不斷地自我凈化、自我完善、自我革新、自我提高,自始至終保持純潔性的過程。我們黨之所以能取得新民主主義革命的偉大勝利,是與始終把純潔性建設作為中國共產(chǎn)黨的本質要求,在嚴酷的環(huán)境中警醒戒惕,秉承正確的政治路線,反對錯誤傾向,采取合適形式,進行全方位系統(tǒng)凈化分不開的。歷史實踐證明,純潔性建設是黨產(chǎn)生創(chuàng)造力、凝聚力、戰(zhàn)斗力的一脈清源。新民主主義革命時期黨的純潔性建設的歷史經(jīng)驗集中表現(xiàn)為:其一,黨的純潔性建設是一個堅定不移的優(yōu)良傳統(tǒng);其二,黨的純潔性建設是一項多方位的系統(tǒng)工程,是黨對自身的全方位系統(tǒng)凈化,這是黨的純潔性建設的一條重要規(guī)律;其三,"著重從思想上建黨"是黨的純潔性建設的重要特色;其四,發(fā)展"真同志"做黨員,這是黨的純潔性建設的基石;其五,"發(fā)揚三大優(yōu)良作風",這是黨的純潔性建設的關鍵;其六,"厲行廉潔政治",這是黨的純潔性建設的根本要求�；乜礆v史,我們能夠看到,中國共產(chǎn)黨從篳路藍縷發(fā)展到了蔚為大觀,勇挑重擔,帶領全國人民完成了民族獨立和人民解放的歷史任務,與中國共產(chǎn)黨高度重視保持自身純潔性,打造了一支擁有共同目標理想、具有戰(zhàn)斗力和凝聚力的黨員隊伍不無相關。新民主主義革命時期,黨的純潔性建設經(jīng)驗極大的開拓了馬克思主義關于黨的純潔性建設理論的新境界:思想上建黨,提升了黨的純潔性建設的新高度;開展集中教育,開辟了黨的純潔性建設的新模式;認識到制度建黨的重要性,找到了黨的純潔性建設的新方向。其實踐價值在于:純潔性建設幫助黨戰(zhàn)勝了不足,壯大了自身;純潔性建設幫助黨贏得了人心,贏得了群眾;純潔性建設幫助黨克服了險阻,取得了勝利。新民主主義革命時期黨的純潔性建設經(jīng)驗對今天具有重要的啟示意義:要有戰(zhàn)略眼光,明確純潔性建設的極端重要性;要有系統(tǒng)設計,抓好黨的純潔性整體建設;要保持思想純潔,堅定理想信念;要保持組織純潔,永葆青春活力;要保持作風純潔,營造良好黨內(nèi)風氣;要搞好清正廉潔,堅決反對腐敗;要真管嚴管長管,大力加強監(jiān)督和嚴明紀律;要發(fā)揮內(nèi)外力量,制度約束和黨性修養(yǎng)相結合;要領導干部帶頭,做好自身純潔性建設;要采取合適形式,不斷創(chuàng)新發(fā)展。
