【摘要】：重視上級(jí)紀(jì)委對(duì)下級(jí)紀(jì)委的監(jiān)督考核,是提升紀(jì)檢系統(tǒng)領(lǐng)導(dǎo)強(qiáng)度的重大舉措。上級(jí)紀(jì)委對(duì)下級(jí)紀(jì)委的監(jiān)督考核,能夠?yàn)樯霞?jí)紀(jì)委領(lǐng)導(dǎo)下級(jí)紀(jì)委提供有力抓手,能夠?yàn)楣麛嘌芯拷鉀Q紀(jì)檢工作新情況新問(wèn)題提供有效機(jī)制,能夠?yàn)榧o(jì)檢工作層層傳導(dǎo)壓力提供有形動(dòng)能。上級(jí)紀(jì)委對(duì)下級(jí)紀(jì)委的監(jiān)督考核,主要是基于推進(jìn)紀(jì)委雙重領(lǐng)導(dǎo)體制具體化、程序化、制度化的需要,主要是立足于"雙為主"基礎(chǔ)上推行"條塊分割、以條為主"的紀(jì)委雙重領(lǐng)導(dǎo)體制改革之走向。強(qiáng)化上級(jí)紀(jì)委對(duì)下級(jí)紀(jì)委的監(jiān)督考核,在其路徑選擇上應(yīng)關(guān)注:明晰監(jiān)督考核的重點(diǎn)內(nèi)容,建立健全報(bào)告工作制度,強(qiáng)化對(duì)下級(jí)紀(jì)委書(shū)記的監(jiān)督考核,突出對(duì)下級(jí)紀(jì)委治理內(nèi)部違紀(jì)的監(jiān)督考核,注重監(jiān)督考核結(jié)果的運(yùn)用。
[Abstract]:It is an important measure to enhance the leadership strength of discipline inspection system to attach importance to the supervision and assessment of the lower discipline inspection committee by the higher discipline inspection committee. The supervision and assessment of the discipline inspection committees at the lower levels by the higher discipline inspection commissions can provide the leading and subordinate discipline inspection committees at the higher level with a strong hand and can provide an effective mechanism for decisively studying and resolving new situations and new problems in discipline inspection work. Can provide tangible kinetic energy for discipline inspection work layer by layer conduction pressure. The supervision and assessment of the subordinate discipline Inspection Commission by the higher discipline Inspection Commission is mainly based on the need to promote the materialization, procedure, and institutionalization of the dual leadership system of the discipline Inspection Commission, and is mainly based on the implementation of "piecemeal division" on the basis of "dual dominance." The direction of the reform of the dual leading system of the discipline Inspection Commission. In order to strengthen the supervision and assessment of the lower discipline inspection committee at the higher level, attention should be paid to the following aspects: clarifying the key contents of the supervision and examination, establishing and perfecting the reporting system, and strengthening the supervision and examination of the secretary of the lower discipline inspection committee. Stress on the lower discipline control internal discipline-breaking supervision and assessment, pay attention to the use of the results of supervision and assessment.
