【摘要】：基層協(xié)商民主是社會主義協(xié)商民主的重要組成部分,是發(fā)展中國特色社會主義民主政治的基礎(chǔ)工程。如何把基層黨組織的領(lǐng)導(dǎo)作用與人民群眾共同參與的民主力量有機(jī)結(jié)合起來,把黨的政治優(yōu)勢轉(zhuǎn)化為民主協(xié)商共同治理的社會優(yōu)勢,是一個具有重大實(shí)踐意義和理論價值的時代課題。一些城市街道黨工委的實(shí)踐表明,發(fā)展基層協(xié)商民主要堅持黨委引領(lǐng)、黨建保障,把黨組織的領(lǐng)導(dǎo)作用和凝聚功能滲透到廣泛的社會協(xié)商之中;要堅持協(xié)商于民、協(xié)商為民,把解決民生、發(fā)展民主貫穿于民主協(xié)商的全過程;要堅持多層推進(jìn)、制度固化,把黨的領(lǐng)導(dǎo)、人民當(dāng)家做主、依法治理有機(jī)統(tǒng)一起來。
[Abstract]:Grassroots consultative democracy is an important part of socialist consultative democracy and the basic project of developing socialist democratic politics with Chinese characteristics.How to combine the leadership role of the grass-roots party organizations with the democratic forces in which the masses participate, and how to turn the party's political advantages into the social advantages of democratic consultation and common governance,It is an era subject with great practical significance and theoretical value.The practice of party working committees in some cities and streets shows that in order to develop consultative democracy at the grassroots level, we must adhere to the guidance of party committees, guarantee party building, and permeate the leading role and condensing function of party organizations into extensive social consultations; we must adhere to consultation among the people and hold consultations for the people.To solve the people's livelihood and develop democracy throughout the whole process of democratic consultation, we must persist in advancing on multiple levels, solidifying the system, and organically unifying the leadership of the party, the people as masters of the country, and the administration of government according to law.
