【摘要】:正著眼于解決為官不為問題,唐山市建立起嚴格的獎懲制度,切實做到"不讓擔當干事者吃虧,不讓不干實事者得利"。一是貢獻獎勵制度。每年年終,圍繞市委、市政府確定的大事要事、重大項目以及重點民生實事工程推進落實情況,開展年度"十大亮點工作"評選。對獲評"十大亮點工作"的主要負責干部,確定為"實干興唐突出貢獻干部"初步人選,經(jīng)市委研究并公示后,以市委名義進行通報表揚,給予記功獎勵,作為干部使用的重要依據(jù)。二是實績提名制度。把干部的干事業(yè)績與干部選任初始提名結(jié)合起來,在干部選任的動議階段,對干部干事
