【摘要】：七千人大會(huì)是中國(guó)共產(chǎn)黨歷史上一次充分發(fā)揚(yáng)黨內(nèi)民主精神的大會(huì)。為了更好地總結(jié)“大躍進(jìn)”以及人民公社化運(yùn)動(dòng)以來的經(jīng)驗(yàn)教訓(xùn),應(yīng)對(duì)國(guó)內(nèi)嚴(yán)峻的經(jīng)濟(jì)困難形勢(shì)和來自國(guó)際的各種挑戰(zhàn),黨和國(guó)家領(lǐng)導(dǎo)人在會(huì)上以身作則,主動(dòng)承擔(dān)責(zé)任,帶頭作自我批評(píng),廣開言路,提出了一系列關(guān)于發(fā)展黨內(nèi)民主的思想主張：提出“三不主義”政策；對(duì)民主集中制思想的精辟論述；對(duì)我們黨的各級(jí)領(lǐng)導(dǎo)人,應(yīng)該有監(jiān)督；提出了正確建立領(lǐng)導(dǎo)人威信的思想；首次提出了建立民主生活會(huì)的主張等。七千人大會(huì)在發(fā)揚(yáng)黨內(nèi)民主方面有著重要的歷史意義,它活躍了黨內(nèi)民主氣氛,恢復(fù)了實(shí)事求是的精神,發(fā)揚(yáng)了自我批評(píng)精神,鞏固了民主集中制。七千人大會(huì)雖然在發(fā)揚(yáng)黨內(nèi)民主精神方面取得了較大成績(jī),但由于此次大會(huì)在黨的錯(cuò)誤思想即“三面紅旗”的指導(dǎo)下進(jìn)行的,因而經(jīng)驗(yàn)總結(jié)得不深刻,民主集中制原則也未得到徹底貫徹,使得大會(huì)在發(fā)揚(yáng)黨內(nèi)民主方面存在著一定的局限性。正是因?yàn)檫@些局限性,黨內(nèi)和諧的政治局面很快就遭到破壞,黨內(nèi)思想又開始向“左”轉(zhuǎn)。黨和國(guó)家領(lǐng)導(dǎo)人提出的一系列發(fā)揚(yáng)黨內(nèi)民主的主張對(duì)我們中國(guó)共產(chǎn)黨來說是一筆巨大的精神財(cái)富,而那些局限性對(duì)我們當(dāng)前更好地發(fā)展黨內(nèi)民主具有深刻的啟迪和警示作用。
[Abstract]:The 7,000 National people's Congress was a Congress in the history of the Communist Party of China that fully carried forward the spirit of inner-party democracy. In order to better sum up the experience and lessons since the "Great Leap forward" and the people's commune movement, In response to the severe domestic economic difficulties and various international challenges, party and state leaders set an example at the meeting, took the initiative to assume responsibility, took the lead in making self-criticism, and made broad remarks. Put forward a series of ideas about the development of inner-party democracy: put forward the policy of "three nothings", exposition the idea of democratic centralism, supervise the leaders at all levels of our party; He put forward the idea of correctly establishing the prestige of leaders, and put forward for the first time the idea of establishing a democratic life association. The 7,000 National people's Congress was of great historical significance in promoting inner-party democracy, and it enlivened the democratic atmosphere within the party. The spirit of seeking truth from facts has been restored, the spirit of self-criticism has been carried forward, and the democratic centralism has been consolidated. Although the 7,000 National people's Congress has made great achievements in carrying forward the spirit of democracy within the Party, However, since the Congress was conducted under the guidance of the Party's erroneous idea of "three red flags," the experience is not profound and the principle of democratic centralism has not been thoroughly implemented. It is precisely because of these limitations that the harmonious political situation within the Party is quickly undermined. The Party and the state leaders have put forward a series of proposals to promote inner-party democracy, which is a great spiritual wealth for our Communist Party of China. Those limitations have a profound enlightening and cautionary effect on the better development of inner-party democracy.
