【摘要】：官員腐敗的內在演化機理是當前反腐敗工作的要點,如何實現(xiàn)對一把手的有效監(jiān)督是共有難題,為了探究官員腐敗誘因、腐敗動機以及腐敗能力,特采用內容分析法,以中國司法裁判網2009—2017年的283個鎮(zhèn)街一把手腐敗案例為研究樣本,借助QSR NVivo 11質性分析軟件,聚焦于腐敗行為視角,研究鎮(zhèn)街一把手腐敗行為特性,為從源頭上遏制腐敗行為提供對策建議。研究發(fā)現(xiàn),鎮(zhèn)街一把手腐敗案例存在共有的邏輯特征:黨員的先鋒模范作用與領導干部理想信念缺失形成反差,工作中的能人形象與生活中的墮落行為并存,職務行為公開透明與貪腐行為復雜隱蔽對應,反腐的高壓態(tài)勢與貪腐的僥幸心理的反差,嚴密的紀律制度約束與貪腐行為團伙化的應對,依法行政的基本要求與權力使用任性的落差等,是鎮(zhèn)街一把手想腐敗、敢腐敗、能腐敗的具體外在表現(xiàn)。應該從筑牢"不想腐"的思想堤壩、建構"不敢腐"的懲戒機制、扎緊"不能腐"的制度籠子三個方面遏制鎮(zhèn)街一把手腐敗蔓延。
[Abstract]:The internal evolution mechanism of official corruption is the main point of the current anti-corruption work. It is a common problem how to realize the effective supervision of the top leader. In order to explore the inducement, motive and ability of official corruption, the content analysis method is adopted. Taking 283 cases of corruption of the head of town street in 2009-2017 of China Judicial judgment Network as the research sample, with the help of QSR NVivo 11 qualitative analysis software, focusing on the perspective of corruption behavior, the characteristics of corruption behavior of the head of town street leader were studied. In order to prevent corruption from its source, the study found that there are common logical characteristics in the corruption case of the head of town street: the vanguard exemplary role of party members and the lack of ideals and beliefs of leading cadres form a contrast. The image of the capable person in work coexists with the depraved behavior in life, the transparency of the post behavior and the complex covert correspondence of the corrupt behavior, the contrast between the high pressure situation of the anti-corruption and the lucky psychology of the corruption. The strict disciplinary system and the gang response to corruption, the basic requirements of administration according to law and the wayward drop in the use of power are the first leaders of town streets who want to corrupt and dare to corrupt. The concrete external manifestation of corruption should be from the following three aspects: constructing the ideological dike of "not wanting to corrupt", constructing the punishment mechanism of "not wanting to corrupt", and tightening up the system cage of "can't rot" to curb the spread of corruption in the first rank of town street.
