【摘要】：本文基于中國(guó)情景,對(duì)國(guó)有企業(yè)高管由個(gè)體腐敗到組織腐敗的擴(kuò)散機(jī)理進(jìn)行系統(tǒng)闡釋。腐敗就像是病毒,在國(guó)企高管之間傳播蔓延,感染意志薄弱的易感人群,從而擴(kuò)散成整個(gè)企業(yè)參與的組織腐敗。組織腐敗涉案人數(shù)多、涉案金額大、覆蓋領(lǐng)域廣、隱蔽性高,危害遠(yuǎn)大于個(gè)體腐敗。研究腐敗的擴(kuò)散機(jī)理,對(duì)于預(yù)防和治理組織腐敗意義重大。本文借助價(jià)值累加理論的相關(guān)研究,基于中國(guó)國(guó)有企業(yè)的實(shí)際情況,建立了S-5C分析框架,分別從結(jié)構(gòu)(Structure)-沖突(Confliction)-信念(Conception)-行為(Conduction)-認(rèn)知(Cognition)-社會(huì)控制(Control Of Society)六個(gè)方面的對(duì)國(guó)有企業(yè)高管個(gè)體腐敗向組織腐敗擴(kuò)散的過(guò)程進(jìn)行詳細(xì)闡述。最終提出國(guó)有企業(yè)高管個(gè)體腐敗到組織腐敗擴(kuò)散機(jī)理的綜合模型。本文認(rèn)為國(guó)有企業(yè)的誕生和改革歷史中遺留的一些問(wèn)題為腐敗擴(kuò)散創(chuàng)造了條件;現(xiàn)有國(guó)企高管的薪酬水平為腐敗擴(kuò)散提供了動(dòng)機(jī);高管通過(guò)理性的分析做出了組織腐敗的選擇;通過(guò)差序式領(lǐng)導(dǎo)及社會(huì)網(wǎng)絡(luò)形成了腐敗利益共同體,并通過(guò)制度化、合理化、社會(huì)化讓腐敗成為組織的常態(tài)。國(guó)有企業(yè)高管由個(gè)體腐敗到組織腐敗的擴(kuò)散過(guò)程分為腐敗利益共同體的形成以及組織腐敗形成兩個(gè)階段。其中個(gè)體腐敗是散在偶發(fā)的,腐敗利益共同體階段腐敗成為群體常態(tài),組織腐敗階段腐敗則是組織常態(tài)。本文根據(jù)S-5C腐敗擴(kuò)散模型提出了一些政策建議,以期能減緩腐敗擴(kuò)散速度,遏制組織腐敗。
[Abstract]:Based on the situation in China, this paper systematically explains the mechanism of the spread of state-owned enterprise executives from individual corruption to organizational corruption. Corruption is like a virus, spreading among executives of state-owned enterprises and infecting vulnerable people with weak will. Thus, it spreads into organizational corruption in which the whole enterprise participates. The number of people involved in organizational corruption is large, the amount involved in the case is large, the scope is wide, the concealment is high, and the harm is far greater than that of individual corruption.To study the mechanism of the spread of corruption, It is of great significance to prevent and control organizational corruption. Based on the actual situation of state-owned enterprises in China, this paper establishes the S-5C analysis framework with the help of the relevant research on the theory of accumulation of value. From six aspects of structure structure-conflict conflict-belief Conception- behavior Conduction- Cognitive Cognition-Social Control of Social Control), the process of the spread of individual corruption into organizational corruption in state-owned enterprises is expounded in detail. Finally, it is proposed that the individual executives of state-owned enterprises spread to organizational corruption. This paper holds that the birth of state-owned enterprises and some problems left over in the history of reform have created conditions for the spread of corruption. The current executive compensation level of state-owned enterprises provides motivation for the spread of corruption; executives through rational analysis to make the choice of organizational corruption; through differential leadership and social networks to form a corrupt community of interests, and through the institutionalization, rationalization, Socialization makes corruption the norm of the organization. The diffusion process of the senior executives of state-owned enterprises from individual corruption to organizational corruption is divided into two stages: the formation of corrupt interest community and the formation of organizational corruption. Corruption in the stage of corruption interests community becomes the normal state of the group, and corruption in the stage of organizational corruption is the normal state of the organization. Based on the S-5C model of corruption proliferation, this paper puts forward some policy suggestions in order to slow down the spread of corruption and curb organizational corruption.
