【摘要】：隨著近年來環(huán)境問題關(guān)注度的提升和互聯(lián)網(wǎng)社交平臺的發(fā)展,越來越多的居民通過網(wǎng)絡(luò)監(jiān)督的方式關(guān)注和曝光環(huán)保領(lǐng)域治理中的種種問題。洱海,是我國第七大淡水湖泊,對整個流域和大理白族自治州的經(jīng)濟社會可持續(xù)發(fā)展起著非常重要的基礎(chǔ)作用,大理的發(fā)展離不開洱海的發(fā)展。隨著經(jīng)濟的發(fā)展,周邊居民人口的也在不斷增長,周邊居民的生產(chǎn)生活、污水排放等對湖體形成了侵占,洱海水體的負荷承載能力在不斷的加重,以至于曾經(jīng)暴發(fā)大面積的藍藻,嚴重威脅了洱海的生態(tài)環(huán)境和生態(tài)功能。自習近平2015年初到大理,在洱海邊實地察看,提出要保護好洱海之后,包括大理州紀檢監(jiān)察機關(guān)在內(nèi)的洱海保護成員單位,積極運用網(wǎng)絡(luò)監(jiān)督的手段,加大治理和監(jiān)督查處力度,參與到洱海流域保護治理工作中。同時,本地居民和外地游客也借助互聯(lián)網(wǎng)方便快捷、低成本、低風險的優(yōu)勢,時時關(guān)注洱海流域保護的動向,曝光出許多違反洱海保護相關(guān)法規(guī)的事件。筆者通過發(fā)生在大理州洱海流域保護治理中的部分事例,運用對比分析、案例分析等方法,對紀檢監(jiān)察網(wǎng)絡(luò)監(jiān)督必然成為洱海流域保護治理新工具、網(wǎng)絡(luò)監(jiān)督在洱海流域保護治理中存在的問題、如何發(fā)揮紀檢監(jiān)察機關(guān)網(wǎng)絡(luò)監(jiān)督在洱海流域保護治理中的正向功能進行了初步的探討、分析、研究。
[Abstract]:In recent years, with the development of the environment concerns and enhance the Internet social networking platform, more and more people through the problems of governance in the field of network supervision and attention to environmental exposure. Erhai, is China's seventh largest freshwater lake, plays a very important role in the foundation of the sustainable development of economy and society in the whole basin and Dali Bai Autonomous the state of the development of Dali cannot do without Erhai. With the development of economy, the surrounding population is also growing, surrounding the production and life of the residents, sewage and other forms of water encroachment on the lake, Erhai in the load carrying capacity of the heavier, that once the outbreak of blue-green alga, serious threat Erhai's ecological environment and ecological function. Xi Jinping at the beginning of 2015 to Dali, to see the field in Erhai, put forward to protect Erhai, including Dali, discipline inspection and supervision The Erhai authorities, the protection of members of the unit, and actively use the network supervision means, strengthen management and supervision of the investigation and punishment, to participate in the Erhai river basin protection work. At the same time, local residents and tourists also use the Internet convenient, low cost, the advantages of low risk, always concerned about the Erhai watershed protection trend, a lot of exposure a violation of the Erhai protection related laws and regulations of the event. The author through some examples happened in Dali Erhai River Basin Protection governance, using comparative analysis, case analysis and other methods, the discipline inspection and supervision of network supervision will become the new governance tool for watershed protection in Erhai, in Erhai watershed protection governance network supervision problems, how to develop the discipline inspection and supervision organs the positive function of network supervision in Erhai watershed protection governance were discussed, analysis and research.
