【摘要】:F區(qū)是天津市中心城區(qū)規(guī)劃建設(shè)中的“一主兩副”發(fā)展戰(zhàn)略的城市副中心之一,當前和今后一個時期處于加快轉(zhuǎn)變經(jīng)濟發(fā)展方式,全面提升城區(qū)載體功能,加速實現(xiàn)新崛起的爬坡較勁期?h處級黨政領(lǐng)導干部,作為我國干部隊伍的中堅骨干力量,,是落實科學發(fā)展觀和正確政績觀的具體執(zhí)行者,績效如何直接影響著干部隊伍的整體素質(zhì)和水平。本文圍繞構(gòu)建和完善科學合理的干部績效考核體系,首先綜合分析當前健全完善科學的績效考核體系的必要性、國內(nèi)外考核體系的研究現(xiàn)狀以及相關(guān)理論基礎(chǔ)等;其次,以天津市F區(qū)縣處級黨政領(lǐng)導干部績效考核工作為樣本,對影響當前考核成效的因素進行全面梳理,在對該區(qū)考核工作實施現(xiàn)狀和存在問題分析的基礎(chǔ)上,重點圍繞縣處級黨政領(lǐng)導干部在施政行為中的個體努力度、目標可行度、業(yè)績可信度、群眾滿意度等“四個維度”,對其績效考核體系進行重新優(yōu)化,最后,按照定量與定性考核相結(jié)合,以定量考核為主的原則,提出完善天津市F區(qū)縣處級黨政領(lǐng)導干部績效考核的對策與建議。
[Abstract]:Area F is one of the sub-centers of the development strategy of "one main and two sets" in the planning and construction of downtown area of Tianjin. At present and in the future, it is in the process of speeding up the transformation of the mode of economic development and comprehensively enhancing the function of the carrier of the urban area. The party and government leading cadres at the county level, as the backbone of our country's cadre team, are the concrete executors of implementing the scientific concept of development and the correct view of political achievement. Performance directly affects the overall quality and level of the cadre team. This paper focuses on the construction and improvement of a scientific and reasonable cadre performance appraisal system. Firstly, the necessity of perfecting and perfecting the scientific performance appraisal system, the research status and the related theoretical basis of the evaluation system at home and abroad are comprehensively analyzed. Secondly, taking the performance appraisal work of the party and government leading cadres at the level of F district and county in Tianjin as the sample, the factors that affect the effectiveness of the current assessment are comprehensively combed out. On the basis of the analysis of the present situation and existing problems of the assessment work in this area, the emphasis is placed on the degree of individual effort, the feasibility of the goal and the credibility of the performance of the party and government leading cadres at the county level. Mass satisfaction and other "four dimensions", its performance appraisal system is re-optimized, and finally, according to the quantitative and qualitative assessment combined with the principle of quantitative assessment. The paper puts forward the countermeasures and suggestions for perfecting the performance appraisal of the party and government leading cadres at the level of county and department in F district of Tianjin.
