【摘要】：正近日,中共中央辦公廳印發(fā)《關(guān)于在北京市、山西省、浙江省開(kāi)展國(guó)家監(jiān)察體制改革試點(diǎn)方案》,釋放出政治改革特別是國(guó)家根本政治制度改革重大利好。國(guó)家監(jiān)察"體改"既是對(duì)黨的監(jiān)督的強(qiáng)化,也是對(duì)黨的領(lǐng)導(dǎo)的實(shí)化。特別是要在當(dāng)前的黨內(nèi)監(jiān)督全覆蓋基礎(chǔ)上,實(shí)現(xiàn)對(duì)行使公權(quán)力的公職人員的國(guó)家監(jiān)察全覆蓋。這"兩個(gè)全覆蓋"有利于杜絕權(quán)力監(jiān)督
