【摘要】：正追責機制在構建之初所關注的焦點是對職位與責任匹配性的落實,即以制度的形式督促身居要職的領導者能切實用好、用足自我的權力,充分履行相應的崗位職責,避免權責不符、公權私用以及尸位素餐現(xiàn)象。毋庸置疑,將責任履行結(jié)果的考核置于重要位置,必然會強化領導者在權力使用過程中的自查、自省力度,以便及時糾正使用不當之處,進而確保職責的充分履行,但因此導致的心理壓力也不容忽視。壓力不僅存在于權力賦予之處,更時刻充滿著整個權力的使用過程。重
[Abstract]:At the beginning of the construction of the accountability mechanism, the focus of attention is the implementation of the matching between position and responsibility, that is, to urge the leaders in important positions to make good use of their own power in the form of system. Full performance of the corresponding duties and responsibilities to avoid power and responsibility inconsistent, private use of public power and the phenomenon of the corpse meal. It is inevitable to strengthen the self-examination and introspection of leaders in the process of using power so as to correct the improper use in time and ensure the full performance of their duties.
