【摘要】：科技期刊作為科技建制化發(fā)展的重要組成部分,是延續(xù)于科學研究后的一個科技學術傳媒平臺,是展示一個國家科技水平的主要標志,也是綜合國力的重要標志之一。近年來,隨著社會主義市場經濟體制的迅猛發(fā)展,大多數(shù)事業(yè)單位的期刊社難以應對市場經濟大潮的沖擊,變成了科普“軟肋”。 本文以福建質量技術監(jiān)督雜志社為例,深刻剖析了我國科技期刊轉軌發(fā)展的主導限制因素和遏制體改的主要瓶頸。之后,本文結合實際工作深刻反思了福建質量技術監(jiān)督雜志社市場化改革存在的主要問題,全面研究了期刊社的內外部戰(zhàn)略條件(包括宏觀環(huán)境、行業(yè)環(huán)境、潛在弱勢),運用戰(zhàn)略管理工具與SW0T分析法在辯證解析期刊社的有利條件與現(xiàn)存困難的基礎上作出戰(zhàn)略選擇,制定了期刊社未來五年內整體總戰(zhàn)略,并依據(jù)這個總戰(zhàn)略提出了目標子戰(zhàn)略和三個發(fā)展經營階段。精心構思了福建質量技術監(jiān)督雜志社為適應市場化改革發(fā)展應執(zhí)行的六項核心舉措,勾勒了期刊社提高公共服務水平和市場競爭能力的宏圖。 這一研究對于期刊社擺脫目前的發(fā)展窘境,立足于激烈的市場競爭,保證學術性和經濟效益雙贏,更好地服務于科技工作者,助推福建省質監(jiān)工作發(fā)展有著重要的現(xiàn)實意義。
[Abstract]:As an important part of the development of scientific and technological institutionalization, sci-tech periodicals are an academic media platform of science and technology after scientific research, which is the main symbol of showing a country's scientific and technological level and one of the important symbols of comprehensive national strength. In recent years, with the rapid development of the socialist market economic system, the periodical agencies of most institutions are unable to cope with the impact of the market economy and become "soft spots" of popular science. Taking Fujian quality and technical supervision magazine as an example, this paper deeply analyzes the leading limiting factors of the development of science and technology periodicals in China and the main bottleneck of restraining the reform of science and technology. Then, combining with the actual work, this paper deeply reflects on the main problems existing in the market-oriented reform of Fujian quality and technical supervision magazine, and comprehensively studies the internal and external strategic conditions (including macro environment, industry environment, etc.). With the help of strategic management tools and SW0T analysis, this paper makes a strategic choice on the basis of dialectical analysis of the favorable conditions and existing difficulties of periodical agencies, and formulates the overall strategy of periodicals in the next five years. According to the overall strategy, the paper puts forward the target sub-strategy and three stages of development and management. Six core measures of Fujian quality and technical supervision magazine should be carried out in order to adapt to the market reform and development, and the great plans of periodical agencies to improve the level of public service and market competition are outlined. This study is of great practical significance for periodical agencies to get rid of the current predicament of development, to base themselves on the fierce market competition, to ensure a win-win situation between academic and economic benefits, to better serve science and technology workers, and to promote the development of quality supervision work in Fujian Province.
