【摘要】：“書海工程”是由共青團中央、國家新聞出版廣電總局聯(lián)合發(fā)文共同主辦,中國光華科技基金會和各出版發(fā)行單位承辦的大型公益項目。項目在資金籌集方面,通過由受贈方或愛心企業(yè)或個人向“書海工程發(fā)展基金”捐贈物流管理費用,以實現(xiàn)書海工程項目的可持續(xù)發(fā)展。在捐贈方式上,由受贈人在網(wǎng)上書庫自主選擇所需圖書,使捐贈活動更具有針對性和實效性。在項目保障上,建立體系完善的物流基地,保證圖書充足的品種和數(shù)量,為實現(xiàn)圖書從募集到存儲再到捐出的全過程的專業(yè)化管理創(chuàng)造了有利條件。本文應用風險管理基本理論,構建了書海工程項目的風險評價體系,并使用序關系法、特征值法、集值迭代法分別來確定不同層次的指標權重。其次,采用可拓物元分析方法對書海工程項目風險進行了實證研究。最后,提出了基于不同階段的書海工程項目風險管理策略和風險管理手段,為今后書海工程的發(fā)展提供一定的政策建議。研究表明:書海工程風險的等級為一般,并且影響書海工程項目的主要風險因素產(chǎn)生于圖書捐贈階段,其次是圖書募集階段和圖書存儲階段。同時,基于三個階段,本文提出了不同的風險管理策略和風險管理手段,剖析如何使書海工程管理流程化,在財務、人事、媒體應對以及公信力等方面做好風險防控,共同提高風險防范意識,切實有效的做好風險控制工作。這樣可以盡可能的降低書海工程項目發(fā)生風險的概率,提高書海工程工作的效率。
[Abstract]:"Shuhai Project" is a large-scale public welfare project jointly sponsored by the Central Committee of the Communist Youth League and the State Administration of Press, publication, Radio, Film and Television, and undertaken by the China Guanghua Science and Technology Foundation and various publishing and distribution units. In the aspect of fund raising, the project can realize the sustainable development of Shuhai project by donating logistics management expenses to the Shuhai Engineering Development Fund by grantee or caring enterprise or individual. In the way of donation, the recipient chooses the required books independently in the online library, so that the donation activities have more pertinence and effectiveness. In terms of project security, the establishment of a well-established logistics base to ensure sufficient variety and quantity of books creates favorable conditions for the professional management of the whole process of books from collection to storage to donation. Based on the basic theory of risk management, this paper constructs the risk evaluation system of Shuhai project, and uses the order relation method, eigenvalue method and set value iterative method to determine the index weights of different levels. Secondly, the paper makes an empirical study on the risk of Shuhai project by extension matter-element analysis method. Finally, the paper puts forward the risk management strategy and risk management means of Shuhai project based on different stages, and provides some policy suggestions for the future development of Shuhai project. The results show that the level of risk is general, and the main risk factors influencing the project are book donation stage, book collection stage and book storage stage. At the same time, based on the three stages, this paper puts forward different risk management strategies and risk management methods, analyzes how to make the book sea project management flow, in the financial, personnel, media response and credibility, and so on to do a good job of risk prevention and control, Jointly improve the awareness of risk prevention, effectively do a good job of risk control. In this way, the probability of risk in Shuhai project can be reduced as much as possible, and the efficiency of Shuhai engineering can be improved.
