【摘要】：作為學術平臺的學術期刊是學科構建和發(fā)展必備的要素,具有不可替代的作用,而學術期刊評價又直接關涉學術期刊作用的發(fā)揮。當前,新增人文社會科學各一級學科因各自不同的特點而面臨著不同的發(fā)展使命,其中公安學是最年輕的新興學科,具有應用性強、國家急需等特點,但現有學術期刊評價體系在應用性評價和新興學科準入方面均存在一定缺陷,不利于新興學科的發(fā)展。因此,針對公安學等新興學科期刊的評價,應建立包含有學術性與應用性兩個維度的評價指標體系,構建和運用這個指標體系的主體,當然是該學科學術共同體而不是其他。專業(yè)評價機構的作用在于為這樣的評價做好基本數據服務。因此,作為評價工具的CSSCI等數據庫在遴選來源期刊時,應做到對一級學科的全覆蓋和數據的高質量,從而為通過公正的評價來推動公安學等新興學科的良性發(fā)展發(fā)揮作用。
[Abstract]:As an academic platform, academic journals are essential elements for the construction and development of disciplines, and have an irreplaceable role, while the evaluation of academic journals is directly related to the exertion of the role of academic journals. At present, the newly added humanities and social sciences are facing different development missions because of their different characteristics. Among them, the police science is the youngest emerging discipline, with the characteristics of strong application and urgent need of the country. However, the existing evaluation system of academic journals has some defects in application evaluation and access to emerging disciplines, which is not conducive to the development of emerging disciplines. Therefore, in view of the evaluation of new subjects such as public security science, we should set up an evaluation index system with academic and applied dimensions. The main body of this index system is certainly the academic community of the subject rather than the other. The role of professional evaluation institutions is to do a good job in such an evaluation of the basic data services. Therefore, the database such as CSSCI, as an evaluation tool, should cover all the subjects of the first class and the high quality of the data when selecting the journals, so as to play an important role in promoting the benign development of the new subjects such as public security science through fair evaluation.
