【摘要】:深化文化體制改革,推動(dòng)社會(huì)主義文化大發(fā)展、大繁榮是黨的十七屆六中全會(huì)做出的重大決定,深化非時(shí)政類報(bào)刊出版單位轉(zhuǎn)企改制是落實(shí)十七屆六中全會(huì)決定的具體措施之一。2011年5月8日,原國(guó)家新聞出版總署(國(guó)家版權(quán)局)下達(dá)指示,要求全國(guó)非時(shí)政類報(bào)刊出版單位年內(nèi)全面展開轉(zhuǎn)企改制,并在2012年9月底前全面完成轉(zhuǎn)制任務(wù)。同年,中央和地方同步推進(jìn),分批次進(jìn)行。我省非時(shí)政類期刊轉(zhuǎn)企改制于2011年9月正式開始。按照國(guó)家要求,非時(shí)政類報(bào)刊出版單位體制改革有4項(xiàng)目標(biāo)任務(wù):一是分期分批按照規(guī)范程序完成非時(shí)政類報(bào)刊出版單位轉(zhuǎn)企改制,使之成為能獨(dú)立承擔(dān)社會(huì)法律責(zé)任的市場(chǎng)主體;二是整合出版資源,培育一批導(dǎo)向正確、主業(yè)突出、實(shí)力雄厚、核心競(jìng)爭(zhēng)力強(qiáng)的大型報(bào)刊傳媒集團(tuán)公司;三是走內(nèi)涵式發(fā)展道路,調(diào)整結(jié)構(gòu)和布局,形成一批專、精、特、新的現(xiàn)代報(bào)刊出版企業(yè);四是實(shí)行嚴(yán)格的報(bào)刊出版市場(chǎng)準(zhǔn)入機(jī)制,建立健全市場(chǎng)退出機(jī)制,關(guān)停并轉(zhuǎn)一批不符合市場(chǎng)準(zhǔn)入條件、不具備報(bào)刊出版資質(zhì)和違規(guī)出版以及嚴(yán)重虧損、資不抵債的報(bào)刊出版單位。 我省知名期刊《故事家》就是按照國(guó)家要求率先轉(zhuǎn)企改制的單位之一,并且取得了可喜的成績(jī)。本文以首批39家非時(shí)政類報(bào)刊轉(zhuǎn)企改制名錄中的《故事家》為例,通過(guò)對(duì)該期刊多次實(shí)際調(diào)查走訪,獲得第一手的資料,并整理研究分析所得。《故事家》作為河南省內(nèi)故事類期刊,因其趣味性、娛樂(lè)性,被普通群眾所喜聞樂(lè)見的生動(dòng)活潑的形式和貼近當(dāng)下社會(huì)生活的內(nèi)容而擁有較廣泛的受眾基礎(chǔ)及影響力。同時(shí),作為河南省內(nèi)早期創(chuàng)辦的期刊之一,《故事家》從創(chuàng)辦至今,經(jīng)歷了省內(nèi)期刊發(fā)展的各個(gè)階段,其自身的發(fā)展歷程也是河南省非時(shí)政期刊發(fā)展的一個(gè)縮影。在當(dāng)前文化體制改革進(jìn)程中,《故事家》也作為我省文化體制改革的先遣部隊(duì),實(shí)施了一系列的轉(zhuǎn)企改制具體措施,主要包括企業(yè)市場(chǎng)主體確立、資源整合、經(jīng)營(yíng)策略轉(zhuǎn)變、人員重組等,有體制的陣痛,有心靈的沖撞,更有不盡的苦難和阻力,也有改制完成后成功的喜悅。 《故事家》期刊社改制整體進(jìn)程歷時(shí)近一年,認(rèn)真總結(jié)和反思其整個(gè)過(guò)程,期間雖遇到各種難題,但也有不少啟迪和經(jīng)驗(yàn)。首先,由于河南省內(nèi)下發(fā)指導(dǎo)文件時(shí)間較晚,時(shí)間緊迫,該期刊轉(zhuǎn)企改制進(jìn)程倉(cāng)促,各項(xiàng)申報(bào)工作雖依次展開,但企業(yè)身份短時(shí)間內(nèi)仍難確定。該期刊充分搶抓機(jī)遇,利用政策支持,在文件下發(fā)以后,隨即掛牌成立有限責(zé)任公司。在其市場(chǎng)主體確立的前提下,各項(xiàng)資源整合工作依次推進(jìn)。其次,脫離財(cái)政支持,企業(yè)各項(xiàng)資產(chǎn)整合后資金吃緊,但該期刊適時(shí)調(diào)整經(jīng)營(yíng)策略,科學(xué)決策,果斷運(yùn)作,抓大放小,著眼自身最具競(jìng)爭(zhēng)力的部分,做精做細(xì),提高了期刊整體水平,從而增強(qiáng)了企業(yè)競(jìng)爭(zhēng)力。最后,也是轉(zhuǎn)企改制過(guò)程中最難的問(wèn)題,即人員問(wèn)題。這是轉(zhuǎn)企改制的難點(diǎn),也是重點(diǎn)。改制的主要原則是“以人為本”,最大限度的維護(hù)廣大職工的利益。針對(duì)人員問(wèn)題,《故事家》期刊社按照“老人老辦法、新人新辦法”的原則,妥善做好分流安置和待遇銜接工作。轉(zhuǎn)制前已離退休人員和轉(zhuǎn)制提前退休人員的,離退休待遇標(biāo)準(zhǔn)不變。對(duì)在編老員工,有自愿退休意向的,給予一次性經(jīng)濟(jì)補(bǔ)償;由原單位一次性發(fā)放。新員工一律采取合同制,依法簽訂勞務(wù)合同,并交納社會(huì)保險(xiǎn)。人員重組和妥善安置,解決了最大的難題,也為企業(yè)以后的改制工作和穩(wěn)定發(fā)展奠定了基礎(chǔ)。 改制后的雜志社,克服了長(zhǎng)期形成的編輯出版內(nèi)容單一、經(jīng)營(yíng)形式單一、抗風(fēng)險(xiǎn)能力弱等弊端,成立了河南故事家雜志社有限責(zé)任公司,完成了由事業(yè)向企業(yè)的轉(zhuǎn)變。靈活的企業(yè)結(jié)構(gòu)和管理方式,加上年輕的團(tuán)隊(duì),結(jié)合時(shí)下流行的元素,廣泛應(yīng)用最新的傳播技術(shù),使得《故事家》雜志煥發(fā)了新的生機(jī)和活力。 河南省是一個(gè)文化大省,多年來(lái),河南的非時(shí)政類報(bào)刊出版單位經(jīng)歷了過(guò)去的輝煌,也經(jīng)受了新時(shí)期來(lái)自新媒體的沖擊和磨難,如何適應(yīng)新的市場(chǎng)形勢(shì),迎接新的挑戰(zhàn),本文嘗試通過(guò)剖析《故事家》經(jīng)營(yíng)管理制度改革中的遇到的問(wèn)題及其解決的主要對(duì)策和途徑探索,希望提取出非時(shí)政類報(bào)刊出版單位在轉(zhuǎn)企改制中可能遇到的主要共性問(wèn)題,并從其轉(zhuǎn)企改制的有效方法和途徑探索中總結(jié)出有價(jià)值的經(jīng)驗(yàn)和教訓(xùn),以期對(duì)隨后我省的非時(shí)政類報(bào)刊出版單位轉(zhuǎn)企改制工作提供有效參考和借鑒。同時(shí),對(duì)《故事家》雜志社有限公司的經(jīng)營(yíng)創(chuàng)新之處進(jìn)行簡(jiǎn)單的闡述,希望對(duì)河南省內(nèi)其他文化類企業(yè)經(jīng)營(yíng)發(fā)展有所幫助。
