中國紡織出版社降低圖書庫存項目優(yōu)化方案設(shè)計及評價

2006年,新聞出版總署出臺《新聞出版總署關(guān)于深化出版發(fā)行體制革新工作實施方案》以來,中國出版行業(yè)轉(zhuǎn)企改制的工作有計劃、有步驟地進行。在這個過程中,出版社深刻的意識到高庫存給出版社帶來諸多經(jīng)營隱患,阻礙了可持續(xù)發(fā)展。本論文的目的在于項目的實施過程中運用項目質(zhì)量管理的有關(guān)理論指導(dǎo)工作實踐,解決中國紡織出版社圖書庫存居高不下、圖書庫存的增長過快、不良庫存所占比例過大的不足。中國圖書出版行業(yè)一直受到政府的保護,屬于市場開發(fā)較晚的行業(yè),到上世紀(jì)90年代初還處于計劃經(jīng)濟模式。圖書是按計劃生產(chǎn)、銷售,庫存被作為資產(chǎn),不存在銷售不出去的不足,因此一般不考慮庫存制約。隨著出版業(yè)的發(fā)展,圖書由賣方市場向買方市場轉(zhuǎn)變,讀者的需求更加個性化和多樣化,而與此同時出版社的生產(chǎn)經(jīng)營方式并沒有跟上市場轉(zhuǎn)變的腳步,致使整個書業(yè)的庫存量越來越高。庫存的增長占有了大量資金,庫存的失控為出版社的經(jīng)營帶來危險隱患。在這樣的前提下,本人認為將中國出版社圖書庫存進行細分,從出版社實際情況出發(fā),逐一提出解決方案是最行之有效的辦法。本文第1章首先,介紹了中國出版行業(yè)圖書庫存居高不下的成因;其次,展示了中國紡織出版社圖書庫存的近況,發(fā)現(xiàn)中國紡織出版社的庫存率、庫存銷售比都與行業(yè)內(nèi)一般值相差很遠,且很不樂觀;再次,結(jié)合中國紡織出版社的實際情況淺析淺析了庫存偏高的成因;最后對成因進行總結(jié)找到需要解決的不足:現(xiàn)有不良庫存的報廢不夠;對不良庫存產(chǎn)生的預(yù)防不夠;選題策劃、重印圖書、再版圖書流程的管理不夠。第2章的內(nèi)容是利用項目管理的相關(guān)理論知識解決導(dǎo)致中國紡織出版社庫存偏高的不足。根據(jù)第一章總結(jié)出的不足有針對性的設(shè)計優(yōu)化方案:1.降低現(xiàn)有不良圖書庫存的優(yōu)化策略方案針對中國紡織出版社庫房的不良圖書庫存進行淺析淺析和優(yōu)化,主要內(nèi)容是不良圖書報廢。目的在于清理不良庫存,優(yōu)化庫存結(jié)構(gòu)。2.預(yù)防圖書流通中形成不良庫存的方案方案對中國紡織出版社圖書庫存進行淺析淺析,找出庫存中可能帶來不良庫存危機的庫存圖書,再對這部分庫存進行分類管理,設(shè)計具體實施策略。目的在于防止現(xiàn)有正常備貨庫存轉(zhuǎn)變?yōu)椴涣紟齑妗?.準(zhǔn)確制約規(guī)劃圖書庫存的標(biāo)準(zhǔn)化流程設(shè)計方案分為選題策劃流程、圖書重印流程與圖書再版流程三個方面。目的在于從圖書出版的源頭制約不良庫存的產(chǎn)生。第3章是結(jié)合三個優(yōu)化方案實施后的效果進行淺析淺析,包括已既成事實的實施效果和未知的需要預(yù)測的效果淺析淺析,F(xiàn)有庫存量經(jīng)過報廢直接變小,展示了優(yōu)化效果。預(yù)防圖書流通中形成不良庫存方案的實施過程嚴(yán)謹,圖書庫存表現(xiàn)出良好動向。準(zhǔn)確制約規(guī)劃圖書庫存的標(biāo)準(zhǔn)化流程設(shè)計對圖書出版源頭加強管理,減少不被市場需求的圖書的出版機會。第4章是對出版社進一步降低圖書庫存的深思和展望。首先本章以化學(xué)工業(yè)出版社、大連理工出版社、中信出版社制約圖書庫存的策略為案例,并進行總結(jié)淺析淺析,希望從中學(xué)習(xí)到一些東西。然后本章對全國圖書庫存制約的未來進行了展望。書業(yè)的持續(xù)發(fā)展要轉(zhuǎn)變增長方式,從粗放地擴大品種、擴大規(guī)模向提高效率、效益轉(zhuǎn)變:在堅持社會效益的前提下,特別要重視出版單位盈利能力的考核,從而提高全行業(yè)的經(jīng)營水平;不斷提升自我發(fā)展的能力,提升員工的素質(zhì);正在向企業(yè)轉(zhuǎn)變的出版社都要在精細化的管理上下大力氣,不要盲目地高喊綜合出版,不切實際地追求擴大規(guī)模,而要腳踏實地立足于每一本書的策劃到位。出版行業(yè)不能靠解決庫存不足來尋求發(fā)展,而是要從根源轉(zhuǎn)變不良因素,做到真正的健康發(fā)展,那么庫存不足也會順其自然的得到解決。

【Abstract】 In 2006, General Administration of Press and Publishing of the People’s Republic of China announced《the plan of General Administration of Press and Publishing about deepening publishing system reform for implementing》. In recent years, the publishing industry enterprises restructuring work has carried on according to the plan and step by step. In this process, the publishing houses deeply were aware that high inventory levels would bring a lot of business concerns, and hinder the sustainable development.This paper aims to using relevant theoretic of project quality management to guide practice in the process of project implementation. China Textile and Apparel Press can solve the problems of inventory such as high inventory levels, high speed of growth and adverse stock proportion. China’s publishing industry has been under government protection and starts to develop later. Until the 1990s, this industry has been in the planned economy mode and books are planned production, sales, inventory. So it is not necessary to consider controlling inventory. With the development of the publishing industry, book market gradually becomes dominant by buyers and the demand of readers asks for personality and diversification, but the way of publishing houses production and management does not keep up with market. As a result, the inventory becomes higher and higher, so that it costs a large number of funds and brings huge risks for publishing houses. In this context, I think stocks should be divided carefully and effective ways should be proposed from the reality.In the first chapter of the paper, the reason of high inventory levels for China’s publishing industry is introduced at first. Secondly, the pessimistic actuality of China Textile and Apparel Press inventory is shown. And then, the cause of high inventory level is analyzed combined with the reality. At last, the problems causing high inventory level are listed.In the second chapter, relevant theoretic of project quality management is illuminated to be used for the problem of China Textile and Apparel Press inventory. There are three schemes proposed against the problems.1. The way of reducing the existing adverse inventoryThe scheme advises that China Textile and Apparel Press should analyze and optimize the existing adverse inventory by scrapping worthless books.2. Preventing adverse inventory formed in circulationThe scheme analyzes the inventory of China Textile and Apparel Press, filters the books that would form adverse inventory, and schemes out effective ways to prevent adverse inventory.3. Standardization process design for controlling and programming inventoryThe scheme suggests controlling adverse inventory from the source by regarding subject plan process and books reprint process.In the third chapter, the effects of three schemes are analyzed. Overall, the existing stocks decrease gradually by scrapping worthless books, adverse inventory formed in circulation exhibits good trends, and standardization process design reduces publish opportunities of needless books for the market. In the last chapter, what should I do further is considered. First, I try to gain more effective ways by analyzing some cases. Secondly, the future of the book inventory control is hopeful and we should try our best to explore more effective ways combined with the actual.
