蒙東地區(qū)農(nóng)網(wǎng)儲(chǔ)能系統(tǒng)項(xiàng)目建設(shè)及實(shí)施效果評(píng)價(jià)研究

【摘要】:自2004年以來,霧霾問題越來越引起人們的注意力。但是,業(yè)界關(guān)于治理霧霾、改善空氣質(zhì)量的方法的爭議也有很大的分歧。通過研究國家的能源消費(fèi)可以看出,我國霧霾日趨嚴(yán)重主要是因?yàn)椴缓侠淼哪茉聪M(fèi)結(jié)構(gòu),也就是說,過多的化石能源消耗來供給經(jīng)濟(jì)發(fā)展,而可再生能源的貢獻(xiàn)卻不大。霧霾的根本解決辦法是擴(kuò)大使用太陽能、風(fēng)能等清潔能源的范圍,減少對(duì)化石能源的依賴。內(nèi)蒙古自治區(qū)的不僅具有巨大的風(fēng)能資源和太陽能資源,而且開發(fā)前景廣闊,據(jù)統(tǒng)計(jì),在省級(jí)電網(wǎng)的等級(jí)排名中,內(nèi)蒙古自治區(qū)的機(jī)組容量、發(fā)電量都位列第一。然而,內(nèi)蒙古自治區(qū)的風(fēng)電資源也存在著很多的問題,比如風(fēng)力資源的速度很不穩(wěn)定,風(fēng)速不穩(wěn)定造成的機(jī)組利用率低,風(fēng)電機(jī)組的投入量日趨增長,低谷區(qū)域風(fēng)力浪費(fèi)現(xiàn)象和用電限制的矛盾突出,風(fēng)電的調(diào)峰問題沒有得到有效解決等等,都會(huì)給內(nèi)蒙古區(qū)域用電甚至是全國電力的平穩(wěn)發(fā)展造成威脅。對(duì)于上述一系列的問題尤其是風(fēng)電的調(diào)峰問題、低谷風(fēng)電資源浪費(fèi)問題,風(fēng)電儲(chǔ)能調(diào)峰技術(shù)是最有效的解決辦法之一,能夠有效改善風(fēng)資源間歇性引起的負(fù)面影響。本文首先研究了國內(nèi)外關(guān)于輸配電網(wǎng)的運(yùn)營管理模式及新能源儲(chǔ)能發(fā)展現(xiàn)狀,討論了蒙東區(qū)域的新能源發(fā)展?fàn)顩r及難題;堅(jiān)持蒙東新能源發(fā)電與農(nóng)網(wǎng)終端負(fù)荷距離最短的原則上,考慮農(nóng)網(wǎng)運(yùn)行特征和電力負(fù)荷狀況,提出了新能源消納和終端電能替代的可行性、必要性的解決方案,建立了蒙東新能源消納的農(nóng)網(wǎng)儲(chǔ)能系統(tǒng),并對(duì)其運(yùn)營模式進(jìn)行研究分析。其次,對(duì)蒙東地區(qū)的現(xiàn)行電價(jià)制度和配套的電價(jià)機(jī)制進(jìn)行深入分析,提出儲(chǔ)能系統(tǒng)運(yùn)營的模式和效益評(píng)估。蒙東農(nóng)網(wǎng)儲(chǔ)能系統(tǒng)的建立能夠解決蒙東新能源風(fēng)電棄風(fēng)、電量消納等問題,大力提升分布式光伏發(fā)電的接入能力,提高農(nóng)網(wǎng)的電力負(fù)荷率,減少居民生活用電成本,推動(dòng)節(jié)能城鎮(zhèn)發(fā)展,為破解霧霾提供有效的解決方案。
[Abstract]:Since 2004, the haze problem has attracted more and more attention. However, there are also great differences in the dispute over ways to control haze and improve air quality. Through the study of national energy consumption, it can be seen that the increasingly serious haze in China is mainly due to the unreasonable energy consumption structure, that is to say, too much fossil energy consumption to supply economic development, but the contribution of renewable energy is not great. The fundamental solution for haze is to expand the use of clean energy such as solar and wind energy and reduce reliance on fossil energy. The Inner Mongolia Autonomous region not only has huge wind energy resources and solar energy resources, but also has broad development prospects. According to statistics, Inner Mongolia Autonomous region ranks first in the ranking of unit capacity and power generation in the provincial power grid. However, there are also many problems in the wind power resources of Inner Mongolia Autonomous region, such as the speed of wind resources is very unstable, the utilization rate of wind turbines is low, the input of wind turbines is increasing day by day, the contradiction between wind power waste and electricity consumption restrictions in low valley area is prominent, the problem of wind power peak shaving has not been effectively solved, and so on, which will threaten the steady development of electricity consumption in Inner Mongolia and even the whole country. For a series of above problems, especially the problem of peak shaving of wind power, the waste of low valley wind power resources, wind power energy storage peak shaving technology is one of the most effective solutions, which can effectively improve the negative impact caused by intermittent wind resources. In this paper, the operation and management mode of transmission and distribution power grid and the development status of new energy storage at home and abroad are studied, and the development situation and difficult problems of new energy in Mengdong region are discussed. Based on the principle of the shortest distance between the power generation of Mengdong new energy and the terminal load of rural power network, considering the operation characteristics and load condition of rural power network, the feasibility and necessity of new energy absorption and terminal electric energy substitution are put forward, and the energy storage system of Mengdong new energy absorption rural network is established, and its operation mode is studied and analyzed. Secondly, the current electricity price system and supporting electricity price mechanism in Mengdong area are deeply analyzed, and the operation mode and benefit evaluation of energy storage system are put forward. The establishment of energy storage system of Mengdong rural power network can solve the problems of wind power abandonment and electricity consumption of new energy in Mengdong, improve the access ability of distributed photovoltaic power generation, improve the power load rate of rural power network, reduce the cost of household electricity consumption, promote the development of energy-saving cities and towns, and provide an effective solution for cracking haze.
