【摘要】：目前,我國煤炭行業(yè)已經(jīng)入精細化管理時期,安全生產(chǎn)依然是煤炭企業(yè)的一項重要工作。最近幾年,隨著我國經(jīng)濟實現(xiàn)了飛速發(fā)展,國家對各方面的投入不斷增多,我國煤礦的硬件設施已經(jīng)趨于完善,與其他國家相比,硬件水平并不遜色,但在安全文化建設方面依然存在明顯差距。就控制和防范煤礦事故而言,比起技術、生產(chǎn)設置等因素,安全文化是最為關鍵的因素,事實證明,建立良好的安全文化能夠有效避免事故的發(fā)生。本文以某國有煤礦生產(chǎn)和銷售企業(yè)Y公司為研究對象,按照提出問題、分析問題和解決問題的思路展開研究。首先,論述了煤礦企業(yè)目前的安全生產(chǎn)情況,指出對Y公司的安全文化建設進行研究的意義和作用。隨后,評述了國內外有關建設安全文化的研究文獻,對與安全文化有關的理論進行了闡述。接著,分析了Y公司安全文化建設和執(zhí)行現(xiàn)狀,指出了其中存在的問題和原因。進而制定了安全文化建設的目標、原則和總體思路,提出從安全理念、文化故事、行為規(guī)范、安全制度和標識體系等方面進行安全文化建設的具體內容。最后,從安全文化的理念、行為、制度和物質四個層次說明了Y公司安全文化建設實施步驟,從豐富文化載體、提升員工素質和加強管理溝通等三個角度提出了保障措施。本研究有助于Y公司構建完善的安全文化體系,推動企業(yè)實現(xiàn)健康發(fā)展。同時也可為其他礦山企業(yè)的安全文化建設提供借鑒。
[Abstract]:At present, China's coal industry has entered a fine management period, safety production is still an important work of coal enterprises. In recent years, with the rapid development of our country's economy and the increasing investment of our country in all aspects, the hardware facilities of our country's coal mines have tended to be improved, and compared with other countries, the level of hardware is not inferior to that of other countries. However, there is still a clear gap in the construction of safety culture. In terms of controlling and preventing coal mine accidents, safety culture is the most important factor compared with technology, production setting and so on. It has been proved that establishing a good safety culture can effectively avoid accidents. In this paper, a state-owned coal mine production and sales company Y as the research object, according to put forward the problem, analysis and solve the problem of the train of thought. Firstly, the paper discusses the present situation of safety production in coal mining enterprises, and points out the significance and function of the research on the construction of safety culture in Y Company. Then, the paper reviews the research literature of safety culture at home and abroad, and expounds the theory related to safety culture. Then, the paper analyzes the current situation of safety culture construction and implementation in Y Company, and points out the existing problems and reasons. Then, the goal, principle and general idea of safety culture construction are established, and the concrete contents of safety culture construction are put forward from the aspects of safety concept, cultural story, behavior norm, safety system and marking system. Finally, this paper explains the implementation steps of safety culture construction in Y Company from four levels of concept, behavior, system and material of safety culture, and puts forward the safeguard measures from three angles: enriching culture carrier, improving staff quality and strengthening management communication. This study is helpful for Y Company to build a perfect safety culture system and promote the healthy development of the enterprise. At the same time, it can also provide reference for the safety culture construction of other mining enterprises.
