【摘要】：國(guó)防工業(yè)是國(guó)家的安全命脈所在,自主化的國(guó)防工業(yè)對(duì)本國(guó)國(guó)家政策的制定與國(guó)家安全利益的維護(hù)有極其重要的影響。在1990年至2010年期間,印度的國(guó)防工業(yè)把握住了冷戰(zhàn)后國(guó)際局勢(shì)劇變的契機(jī),利用其“左右逢源”的外交地位,獲取了極佳的發(fā)展機(jī)遇,取得了一定的成就。這一時(shí)期印度的國(guó)防工業(yè)在軍民結(jié)合水平上,加強(qiáng)了軍用技術(shù)與民用技術(shù)的相互交流,融合水準(zhǔn)大幅提升；在運(yùn)行模式上,進(jìn)行了體制改革,提升了國(guó)防工業(yè)的活力；在對(duì)外合作與交流上,進(jìn)一步完善了國(guó)際合作體制,進(jìn)口了—大批具有世界水平的先進(jìn)裝備；在自主研發(fā)高新裝備方面,航天工業(yè)與火箭工業(yè)都是成效斐然；在對(duì)外資利用上也取得了一定成果,部分解決了資金瓶頸問(wèn)題�？傮w來(lái)說(shuō),印度國(guó)防工業(yè)在這一時(shí)期的進(jìn)步是顯著的,但缺點(diǎn)也是明顯的。該國(guó)在政治、經(jīng)濟(jì)和文化制度上的痼疾使其一直在國(guó)防工業(yè)自主化之路上蹣跚而行,離全面自主化仍有很長(zhǎng)的一段距離。對(duì)該時(shí)期同為發(fā)展中國(guó)家的印度的國(guó)防工業(yè)經(jīng)驗(yàn)教訓(xùn)進(jìn)行實(shí)事求是的研究,有助于為我國(guó)國(guó)防工業(yè)未來(lái)的發(fā)展提供借鑒。全文主要由前言、正文、結(jié)語(yǔ)及參考文獻(xiàn)四部分組成。前言部分主要敘述了選題的緣由及意義、國(guó)內(nèi)外研究現(xiàn)狀、研究方法、論文的重難點(diǎn)、創(chuàng)新點(diǎn)與不足之處。正文主要分五部分。第一部分?jǐn)⑹隽?0世紀(jì)90年代前印度國(guó)防工業(yè)發(fā)展的簡(jiǎn)況。主要對(duì)獨(dú)立后到1990年這段時(shí)期的印度國(guó)防工業(yè)發(fā)展進(jìn)行了敘述和分析,為下文做鋪墊。第二部分闡述了1990至2010年間印度國(guó)防工業(yè)發(fā)展的成就。分析了當(dāng)時(shí)的時(shí)代背景,對(duì)印度在軍民結(jié)合、體制改革、國(guó)際合作、自主研發(fā)和外資利用方面的表現(xiàn)進(jìn)行詳細(xì)論述。第三部分主要分析了印度國(guó)防工業(yè)的困頓及其原因,并對(duì)印度國(guó)防工業(yè)的困境進(jìn)行了深入的探究。第四部分主要論述了印度國(guó)防工業(yè)的國(guó)際合作。主要就印度國(guó)防工業(yè)國(guó)際合作的原因、成就以及國(guó)際合作存在的問(wèn)題等方面進(jìn)行分析。第五部分主要分析了印度國(guó)防工業(yè)該時(shí)期發(fā)展對(duì)我國(guó)的啟示,從國(guó)情差異、經(jīng)驗(yàn)教訓(xùn)以及對(duì)我國(guó)的啟示方面進(jìn)行了說(shuō)明,并為我國(guó)未來(lái)的國(guó)防工業(yè)道路提出有效的意見(jiàn)和建議。結(jié)語(yǔ)部分在總結(jié)全文的基礎(chǔ)上,對(duì)印度國(guó)防工業(yè)的狀況進(jìn)行總結(jié),并對(duì)我國(guó)國(guó)防工業(yè)的未來(lái)進(jìn)行了展望。
[Abstract]:National defense industry is the lifeblood of national security. The autonomous national defense industry has an extremely important influence on the formulation of national policy and the maintenance of national security interests. From 1990 to 2010, India's national defense industry grasped the opportunity of the international situation after the Cold War, took advantage of its diplomatic status of "connecting the left and the right", obtained the excellent development opportunity and made certain achievements. In this period, India's defense industry strengthened the exchange of military technology and civil technology in the level of military-civilian integration, and the level of integration was greatly improved, and in the operational mode, the system reform was carried out, and the vitality of national defense industry was enhanced. In terms of foreign cooperation and exchanges, the international cooperation system has been further improved, and a large number of advanced equipment with world standards have been imported, while both the aerospace industry and the rocket industry have achieved remarkable results in independently developing high-tech equipment. In the use of foreign capital has also achieved some results, partly solved the bottleneck of funds. Overall, India's defence industry has made significant progress during this period, but its shortcomings are also evident. The country's political, economic, and cultural systems have long hobbled on the road to national defense industry autonomy, which is still a long way from full autonomy. The practical and realistic study on the experiences and lessons of India's defense industry which is also a developing country in this period is helpful to provide reference for the future development of China's defense industry. The full text consists of four parts: preface, text, conclusion and reference. The preface mainly describes the reason and significance of the topic, the current research situation at home and abroad, the research methods, the important and difficult points of the paper, the innovation points and shortcomings. The main body is divided into five parts. The first part describes the development of India's defense industry before the 1990's. The development of Indian defense industry during the period from independence to 1990 was described and analyzed, which paved the way for the following. The second part describes the development of India's defense industry between 1990 and 2010. This paper analyzes the background of the times and discusses in detail the performance of India in the fields of civil-military integration, institutional reform, international cooperation, independent research and development and the utilization of foreign capital. The third part mainly analyzes the difficulties of Indian defense industry and its causes, and explores the plight of Indian defense industry. The fourth part mainly discusses the international cooperation of Indian defense industry. This paper analyzes the reasons, achievements and problems of international cooperation in India's defense industry. The fifth part mainly analyzes the enlightenment of the development of Indian defense industry to our country in this period, explains the difference of national conditions, the experience and lessons and the enlightenment to our country, and puts forward some effective opinions and suggestions for the future national defense industry of our country. On the basis of summing up the full text, the conclusion summarizes the situation of India's defense industry and prospects the future of our country's defense industry.
