【摘要】：伴隨著國(guó)際建筑市場(chǎng)的不斷開放,國(guó)際工程承包業(yè)發(fā)展迅猛,海外市場(chǎng)競(jìng)爭(zhēng)愈演愈烈。在此形勢(shì)下,采購(gòu)的作用日益凸顯,越來越多的國(guó)際工程承包企業(yè)把物資采購(gòu)活動(dòng)當(dāng)作“第三利潤(rùn)源”,物資采購(gòu)管理得到極大重視。本文以國(guó)際承包工程物資采購(gòu)為研究對(duì)象,在對(duì)國(guó)內(nèi)外工程項(xiàng)目物資采購(gòu)管理研究和相關(guān)理論發(fā)展現(xiàn)狀進(jìn)行系統(tǒng)梳理和總結(jié)的基礎(chǔ)上,試圖對(duì)以下幾個(gè)關(guān)鍵問題進(jìn)行深入剖析：首先,針對(duì)國(guó)際承包工程物資采購(gòu)所處的復(fù)雜環(huán)境特征,提出物資采購(gòu)環(huán)境動(dòng)蕩性問題,分析其內(nèi)涵、維度劃分及分析單元,識(shí)別物資采購(gòu)環(huán)境影響因素,并運(yùn)用工SM方法對(duì)各環(huán)境因素進(jìn)行層級(jí)分析,揭示物資采購(gòu)環(huán)境動(dòng)蕩性的作用機(jī)理。其次,根據(jù)工程項(xiàng)目物資采購(gòu)管理演變歷程,重點(diǎn)分析了不同階段國(guó)際承包工程物資采購(gòu)模式的演進(jìn)要素,以及采購(gòu)利益相關(guān)方組織關(guān)系和采購(gòu)運(yùn)作流程兩方面的演進(jìn)特征,總結(jié)出國(guó)際承包工程物資采購(gòu)模式“漸進(jìn)式發(fā)展”的演進(jìn)路徑；在此基礎(chǔ)上,歸納比較不同物資采購(gòu)模式的特點(diǎn)、利弊,探討國(guó)際承包工程物資采購(gòu)模式選擇與運(yùn)作優(yōu)化問題。最后,以動(dòng)態(tài)能力觀和協(xié)同進(jìn)化理論為基礎(chǔ),研究國(guó)際承包工程物資采購(gòu)協(xié)同進(jìn)化的內(nèi)涵、特征及動(dòng)力因子,重點(diǎn)構(gòu)建并分析環(huán)境感知能力、重構(gòu)能力、組織學(xué)習(xí)的吸收能力和溝通協(xié)調(diào)能力四個(gè)能力維度,并提出實(shí)施物資采購(gòu)協(xié)同進(jìn)化的相應(yīng)策略。通過本項(xiàng)研究,可以為我國(guó)國(guó)際工程承包企業(yè)主動(dòng)識(shí)別并積極應(yīng)對(duì)采購(gòu)的環(huán)境動(dòng)蕩性,選擇與環(huán)境和自身發(fā)展相匹配的物資采購(gòu)模式提供支持。同時(shí),借助新的能力和理論體系為后續(xù)進(jìn)行更有實(shí)踐價(jià)值的國(guó)際承包工程物資采購(gòu)研究提供了思路和研究基礎(chǔ),從一定程度上裨益國(guó)際工程承包企業(yè)物資采購(gòu)管理水平的提升。
[Abstract]:With the continuous opening of the international construction market, the international engineering contracting industry is developing rapidly, and the overseas market competition is becoming increasingly fierce. In this situation, the role of procurement is becoming more and more prominent. More and more international engineering contracting enterprises regard material procurement activities as "the third profit source", and material procurement management is paid great attention to. This paper takes the international contracting project material procurement as the research object, on the basis of systematically combing and summing up the domestic and foreign project material procurement management research and the related theory development present situation. This paper attempts to analyze the following key problems: firstly, in view of the complex environmental characteristics of the procurement of goods and materials for international contracting projects, this paper puts forward the problem of the turbulence of the material procurement environment, and analyzes its connotation, dimension division and analysis unit. The environmental factors of material procurement are identified, and the hierarchical analysis of each environmental factor is carried out by using the industrial SM method to reveal the mechanism of the environmental turbulence of material procurement. Secondly, according to the evolvement course of material procurement management of engineering project, the paper analyzes the evolution factors of material procurement mode of international contracting project in different stages, as well as the evolution characteristics of organization relationship of procurement stakeholders and procurement operation process. This paper sums up the evolution path of "gradual development" of international contracting project material procurement mode, and on this basis, summarizes and compares the characteristics, advantages and disadvantages of different material procurement modes, and probes into the selection and operation optimization of international contracting engineering materials procurement mode. Finally, based on the view of dynamic capability and the theory of co-evolution, this paper studies the connotation, characteristics and dynamic factors of co-evolution of international contracting engineering materials procurement, and focuses on constructing and analyzing the ability of environmental perception and reconstruction. The absorptive ability and communication and coordination ability of organizational learning are four dimensions, and the corresponding strategies of coevolution of material procurement are put forward. Through this study, we can provide support for Chinese international engineering contracting enterprises to actively identify and actively deal with the environmental turbulence of procurement, and choose the material procurement mode matching the environment and their own development. At the same time, with the help of the new ability and theoretical system, it provides the train of thought and research foundation for the further research on the material procurement of international contracting engineering, and to a certain extent benefits the improvement of the management level of the material procurement of the international engineering contracting enterprises.
