【摘要】：中國木材經營加工產業(yè)發(fā)展面臨諸多制度瓶頸,主要表現(xiàn)為林業(yè)行政部門在實施木材經營加工許可制度時存在擴大管制地理空間、壓縮木材經營加工企業(yè)市場空間、隨意設定行政許可有效期和年檢等問題。這些問題增加了木材經營加工業(yè)主的直接經濟負擔和間接成本,給行政部門制造了可能的腐敗空間,并壓制了木材經營加工產業(yè)發(fā)展活力。要發(fā)展木材經營加工產業(yè),最優(yōu)選擇是取消木材經營加工許可制度,因為木材經營加工許可制度功能定位不明,不具正當性,且取消木材經營加工許可制度不會危及森林資源保護。發(fā)展木材經營加工產業(yè)的次優(yōu)選擇是全面規(guī)范木材經營加工許可制度,包括嚴格控制地理空間范圍、簡化木材經營加工許可申請材料、取消年檢等。
[Abstract]:The development of China's timber management and processing industry is facing many institutional bottlenecks, which are mainly manifested in the existence of expanded control geographical space in the implementation of the timber management and processing license system by the forestry administrative departments and the compression of the market space of the timber processing enterprises. Set at will the validity of administrative license and annual inspection and other issues. These problems increase the direct economic burden and indirect cost of wood processing owners, create possible corruption space for administrative departments, and suppress the development vitality of wood processing industry. In order to develop the wood management and processing industry, the best choice is to cancel the timber management and processing license system, because the function of the timber management and processing license system is unclear and is not justified. And the cancellation of the timber management and processing permit system will not endanger the protection of forest resources. The second best choice for developing wood management and processing industry is to regulate the permit system of wood management and processing in an all-round way, including strictly controlling the scope of geographical space, simplifying the application materials for wood management and processing license, canceling annual inspection and so on.
