【摘要】：為了適應(yīng)規(guī)模不斷擴(kuò)大的油砂開發(fā)新形勢,保障油氣資源安全、有序、環(huán)保和可持續(xù)的發(fā)展,加拿大阿爾伯塔省政府在原能源資源保護(hù)委員會的基礎(chǔ)上成立了專業(yè)的能源開發(fā)監(jiān)管機(jī)構(gòu)(AER,Alberta Energy Regulator),該機(jī)構(gòu)負(fù)責(zé)監(jiān)管阿爾伯塔省境內(nèi)所有與石油、天然氣以及煤炭等相關(guān)的能源開發(fā)活動。文章從AER的成立、組織機(jī)構(gòu)、主要監(jiān)管職能和具體監(jiān)管流程等幾個方面介紹了阿爾伯塔省油氣監(jiān)管的這一最新變革�？偨Y(jié)了阿爾伯塔能源監(jiān)管機(jī)構(gòu)專一化、監(jiān)管程序化、監(jiān)管透明化、高度的公眾參與以及嚴(yán)格的環(huán)境保護(hù)監(jiān)管等幾個特點(diǎn)。建議我國的頁巖氣開發(fā)監(jiān)管應(yīng)該:合理規(guī)劃頁巖氣開發(fā)管理框架;不斷增強(qiáng)頁巖氣開發(fā)監(jiān)管法規(guī)建設(shè);采取多種措施,加強(qiáng)環(huán)保監(jiān)管;進(jìn)一步增加公民參與意識,保障公眾權(quán)益。
[Abstract]:In order to adapt to the new situation of oil sand development in an ever-expanding scale, and to ensure the safe, orderly, environmentally friendly and sustainable development of oil and gas resources, The Alberta Energy Regulator), a professional energy development regulator established by the Alberta provincial government in Alberta, Canada, oversees all and oil in Alberta. Natural gas and coal and other related energy development activities. This paper introduces the latest reform of oil and gas regulation in Alberta from the following aspects: the establishment of AER, the organization, the main supervision function and the concrete supervision process. The characteristics of Alberta energy regulatory agency such as specialization, procedure, transparency, high public participation and strict environmental protection are summarized. It is suggested that China's shale gas development regulation should: rationally plan the shale gas development management framework; continuously strengthen the construction of shale gas development regulatory regulations; take various measures to strengthen environmental protection supervision; further increase the awareness of citizen participation. Protection of public rights.
