【摘要】：習(xí)近平總書記在2014年6月召開的中央財(cái)經(jīng)領(lǐng)導(dǎo)小組會(huì)議中強(qiáng)調(diào),要積極推動(dòng)我國(guó)能源生產(chǎn)和消費(fèi)革命,加快實(shí)施能源領(lǐng)域重點(diǎn)任務(wù)和重大舉措,并強(qiáng)調(diào)要大力推進(jìn)煤炭的清潔高效利用。2014關(guān)鍵詞“霾”更是突顯了環(huán)保的重要性,為了更好的生活環(huán)境,保護(hù)生態(tài)環(huán)境、實(shí)現(xiàn)資源的可持續(xù)發(fā)展成為我們的共同目標(biāo)。本文研究了我國(guó)煤炭產(chǎn)品的結(jié)構(gòu)現(xiàn)狀,并基于環(huán)保視角對(duì)其進(jìn)行了優(yōu)化。在回顧相關(guān)理論的基礎(chǔ)上,探討了對(duì)我國(guó)煤炭產(chǎn)品進(jìn)行優(yōu)化的重要性和必要性;通過對(duì)煤炭產(chǎn)業(yè)國(guó)家政策、市場(chǎng)趨勢(shì)的分析,結(jié)合我國(guó)煤炭產(chǎn)品結(jié)構(gòu)的現(xiàn)狀,從煤炭的開采、綜合利用、使用三個(gè)方面分析了現(xiàn)有煤炭產(chǎn)品結(jié)構(gòu)存在的問題,并從企業(yè)外部環(huán)境和內(nèi)部環(huán)境兩個(gè)方面找出了現(xiàn)有煤炭產(chǎn)品結(jié)構(gòu)不環(huán)保的原因,企業(yè)外部環(huán)境因素包括政府、市場(chǎng)調(diào)控失靈以及煤炭的公共產(chǎn)品屬性,企業(yè)內(nèi)部環(huán)境因素主要來自企業(yè)對(duì)利潤(rùn)的追求,以及開采、加工、綜合利用、使用過程中的不當(dāng)流程;用GE矩陣分析法分析了我國(guó)煤炭產(chǎn)業(yè)整體的產(chǎn)品結(jié)構(gòu)現(xiàn)狀,用BCG矩陣分析法分析了我國(guó)煤炭代表企業(yè)陜煤集團(tuán)的煤炭產(chǎn)品結(jié)構(gòu),并據(jù)此提出了整個(gè)產(chǎn)業(yè)及陜煤集團(tuán)的產(chǎn)品優(yōu)化方向,從而得出基于環(huán)保視角的、符合我國(guó)煤炭產(chǎn)業(yè)及企業(yè)特點(diǎn)的煤炭產(chǎn)品結(jié)構(gòu)優(yōu)化模式;進(jìn)而從政府層面和和企業(yè)層面兩個(gè)角度展開論述,為我國(guó)煤炭產(chǎn)品結(jié)構(gòu)的優(yōu)化提出策略建議,其中政府層面包括完善煤炭資源的產(chǎn)權(quán)制度、轉(zhuǎn)變傳統(tǒng)的能源消費(fèi)模式、法制化生產(chǎn)環(huán)境補(bǔ)償機(jī)制并調(diào)整相應(yīng)的財(cái)政政策,企業(yè)層面主要是為企業(yè)樹立環(huán)保的良好形象、延伸產(chǎn)業(yè)鏈;最后從法律法規(guī)、行政管理、經(jīng)濟(jì)保障、科技支撐、社會(huì)監(jiān)督五個(gè)方面提出了煤炭產(chǎn)品結(jié)構(gòu)優(yōu)化的實(shí)施措施。
[Abstract]:At the meeting of the Central Financial and Economic leading Group held in June 2014, General Secretary Xi Jinping stressed the need to actively promote the energy production and consumption revolution in China and accelerate the implementation of key tasks and major initiatives in the energy field. The key word "haze" of clean and efficient use of coal is emphasized. In order to improve the living environment, protect the ecological environment and realize the sustainable development of resources, it is our common goal to emphasize the importance of environmental protection. This paper studies the structure of coal products in China, and optimizes them from the perspective of environmental protection. On the basis of reviewing relevant theories, this paper discusses the importance and necessity of optimizing coal products in our country, through the analysis of national policy and market trend of coal industry, combining the present situation of coal product structure in our country, mining coal. Comprehensive utilization, using three aspects to analyze the existing coal product structure problems, and from the external environment and internal environment of the enterprise to find out the existing coal product structure is not environmental protection, enterprise external environmental factors, including the government, The market regulation failure and the public product attribute of coal, the enterprise internal environment factor mainly comes from the enterprise to the profit pursue, as well as the exploitation, the processing, the comprehensive utilization, the use process improperly; The present situation of product structure of coal industry in China is analyzed by GE matrix analysis method, and the coal product structure of Shaanxi Coal Group is analyzed by BCG matrix analysis method. According to this, the optimization direction of the whole industry and Shaanxi Coal Group is put forward, and the optimization mode of coal product structure based on environmental protection is obtained, which accords with the characteristics of China's coal industry and enterprises. From the angle of government and enterprise, this paper puts forward some suggestions for optimizing the structure of coal products in our country. The government level includes perfecting the property right system of coal resources and changing the traditional energy consumption mode. Legal production environment compensation mechanism and adjust the corresponding financial policy, the enterprise level is mainly for enterprises to establish a good image of environmental protection, extend the industrial chain; finally, from the laws and regulations, administration, economic security, science and technology support, Five aspects of social supervision put forward the implementation measures of coal product structure optimization.
