國有地勘單位人才水平評價分析

【摘要】:人才隊伍作為地勘單位的核心競爭力,其發(fā)展水平將決定了地勘單位在市場競爭中的地位。為了進一步掌握全國局級國有地勘單位人才水平發(fā)展情況,服務國有地勘單位改革發(fā)展,本文在分析《全國地質(zhì)勘查行業(yè)情況通報》相關數(shù)據(jù)的基礎上,運用聚類分析調(diào)整指標的相關性,構(gòu)建了以地質(zhì)勘查人員比例、技術人員、在職人員比例為基礎指標的評價體系,使用極差法計算指標權(quán)重,首次對國有地勘單位2011~2014年人才水平進行綜合評價,并對評價結(jié)果開展趨勢分析及對比分析。地勘單位年齡結(jié)構(gòu)老齡化現(xiàn)象嚴重、在職職工負擔重、專業(yè)技術人員的匱乏,先進人才激勵機制的缺少,導致地勘單位轉(zhuǎn)型升級面臨較大壓力。
[Abstract]:As the core competitiveness of geological prospecting units, the development level of talents will determine the position of geological prospecting units in market competition. In order to further understand the development of the talent level of the state-owned geological prospecting units at the national bureau level and to serve the reform and development of the state-owned geological prospecting units, this paper analyzes the relevant data of the National Geological Prospecting Industry Circular. By using cluster analysis to adjust the correlation of indicators, an evaluation system based on the proportion of geological prospecting personnel, technical personnel and in-service personnel is constructed, and the index weight is calculated by using the range method. It is the first time to make a comprehensive evaluation of the talent level of the state-owned geological prospecting units from 2011 to 2014, and to carry out a trend analysis and a comparative analysis of the evaluation results. The aging of age structure of geological prospecting units, the heavy burden of in-service workers, the lack of professional and technical personnel, and the lack of incentive mechanism for advanced talents lead to great pressure on the transformation and upgrading of geological prospecting units.
