【摘要】：電力行業(yè)是確保國(guó)民經(jīng)濟(jì)穩(wěn)定順利發(fā)展的基礎(chǔ),火電又是我國(guó)電源結(jié)構(gòu)的最主要形式。隨著我國(guó)電力改革不斷推進(jìn),電力市場(chǎng)競(jìng)爭(zhēng)不斷加強(qiáng),做好我國(guó)火電企業(yè)的績(jī)效評(píng)價(jià)工作就顯得尤為關(guān)鍵。因此,構(gòu)建一套科學(xué)合理的適合我國(guó)電力企業(yè)的績(jī)效評(píng)價(jià)指標(biāo)體系,能夠大大促進(jìn)電力行業(yè)的長(zhǎng)遠(yuǎn)可持續(xù)發(fā)展。為了順應(yīng)當(dāng)前電力企業(yè)的先進(jìn)管理要求,本文深入研究了現(xiàn)階段我國(guó)電力企業(yè)的績(jī)效評(píng)價(jià)狀況,力圖能夠構(gòu)建完善的基于平衡計(jì)分卡的火電企業(yè)績(jī)效評(píng)價(jià)指標(biāo)體系,增強(qiáng)電力企業(yè)的社會(huì)責(zé)任感,明晰各項(xiàng)經(jīng)濟(jì)管理責(zé)任,促進(jìn)我國(guó)盡快實(shí)現(xiàn)建設(shè)現(xiàn)代化電力企業(yè)這一長(zhǎng)遠(yuǎn)未來(lái)發(fā)展戰(zhàn)略目標(biāo)的實(shí)現(xiàn)。參照我國(guó)火電企業(yè)的自身固有生產(chǎn)經(jīng)營(yíng)實(shí)際情況,本文深入分析了電力企業(yè)經(jīng)營(yíng)績(jī)效的形成原因與過(guò)程,專門(mén)提出了一套針對(duì)我國(guó)火電企業(yè)的績(jī)效管理新體系。首先,本文細(xì)致介紹了關(guān)于績(jī)效管理的各項(xiàng)理論依據(jù)、績(jī)效評(píng)價(jià)工具方法以及本文將要選用的平衡計(jì)分卡理論;其次,本文詳細(xì)分析了傳統(tǒng)火電企業(yè)采用的績(jī)效管理模式及缺陷,剖析火電企業(yè)的績(jī)效評(píng)價(jià)指標(biāo)體系的內(nèi)涵以及確定指標(biāo)時(shí)應(yīng)注意的事項(xiàng),并以平衡計(jì)分卡理論為基礎(chǔ),運(yùn)用火電企業(yè)經(jīng)營(yíng)績(jī)效評(píng)價(jià)方法,選用層次分析法確定各指標(biāo)體系的權(quán)重,建立火電企業(yè)績(jī)效評(píng)價(jià)指標(biāo)體系;最后,本文采用模糊層次分析法建立火電企業(yè)的綜合績(jī)效評(píng)價(jià)模型,并以大唐保定熱電廠為例進(jìn)行實(shí)證分析,提出了火電企業(yè)績(jī)效管理體系實(shí)施的有效保證措施。
[Abstract]:Power industry is the basis to ensure the stable and smooth development of national economy, and thermal power is the main form of power supply structure in China. With the development of China's electric power reform and the strengthening of the competition in the electric power market, it is very important to do a good job in evaluating the performance of thermal power enterprises in our country. Therefore, the construction of a scientific and reasonable performance evaluation index system suitable for China's electric power enterprises can greatly promote the long-term sustainable development of the power industry. In order to comply with the current advanced management requirements of electric power enterprises, this paper deeply studies the performance evaluation situation of power enterprises in China at present, and tries to build a perfect performance evaluation index system based on balanced scorecard. To strengthen the sense of social responsibility of electric power enterprises, to clarify the responsibility of economic management, and to promote the realization of the long-term strategic goal of building modern electric power enterprises in China as soon as possible. Referring to the actual situation of domestic thermal power enterprises' own inherent production and management, this paper deeply analyzes the forming reason and process of electric power enterprises' operating performance, and puts forward a set of new performance management system for thermal power enterprises in our country. Firstly, the paper introduces the theoretical basis of performance management, the methods of performance evaluation tools and the balanced scorecard theory to be selected in this paper. This paper analyzes in detail the performance management mode and defects adopted by the traditional thermal power enterprises, analyzes the connotation of the performance evaluation index system of thermal power enterprises and the matters needing attention in determining the indicators, and bases on the balanced scorecard theory. Using the method of performance evaluation of thermal power enterprises, selecting the analytic hierarchy process to determine the weight of each index system, establish the performance evaluation index system of thermal power enterprises; finally, In this paper, fuzzy analytic hierarchy process (AHP) is used to establish the comprehensive performance evaluation model of thermal power enterprises, and an empirical analysis is made with the example of Datang Baoding Thermal Power Plant, and the effective guarantee measures for the implementation of performance management system of thermal power enterprises are put forward.
