【摘要】：2015年,中國(guó)油氣領(lǐng)域市場(chǎng)化改革加速推進(jìn),以價(jià)格改革、擴(kuò)大準(zhǔn)入、建設(shè)交易市場(chǎng)為代表的市場(chǎng)化改革措施相繼出臺(tái);圍繞電動(dòng)汽車(chē)基礎(chǔ)設(shè)施建設(shè)的相關(guān)政策推出,油品升級(jí)持續(xù)推進(jìn),環(huán)保立法進(jìn)程加速;繼續(xù)轉(zhuǎn)變政府管理方式,全面清費(fèi)立稅,加大簡(jiǎn)政放權(quán),推行市場(chǎng)準(zhǔn)入的負(fù)面清單制度,加強(qiáng)對(duì)過(guò)程和事后的監(jiān)管;完成國(guó)企改革的頂層設(shè)計(jì)。"十三五"期間,油氣產(chǎn)業(yè)的市場(chǎng)化改革將加快推進(jìn),進(jìn)一步還原能源商品屬性,構(gòu)建有效競(jìng)爭(zhēng)的市場(chǎng)結(jié)構(gòu)和市場(chǎng)體系。隨著未來(lái)中國(guó)油氣改革的加速推進(jìn),迫切需要建立和完善有效的監(jiān)管體系和社會(huì)保障制度。
[Abstract]:In 2015, China's oil and gas market reform accelerated, and market-oriented reform measures, such as price reform, expansion of access and construction of the trading market, were introduced one after another; policies related to the infrastructure construction of electric vehicles were launched. Continue to promote the upgrading of oil products, accelerate the process of environmental protection legislation, continue to change the government management mode, fully clear the fees and taxes, increase the decentralization of power, implement the negative list system of market access, and strengthen the supervision of the process and afterwards; Complete the top level design of the state-owned enterprise reform. " During the 13th Five-Year Plan period, the marketization reform of oil and gas industry will be accelerated, the attributes of energy commodities will be further restored, and the market structure and market system of effective competition will be constructed. With the acceleration of oil and gas reform in China in the future, it is urgent to establish and perfect effective supervision system and social security system.
